Planning Commission Regular Meeting Minutes <br /> May 18, 2010 <br /> Page 2 <br /> 1 Assistant City Manager Moore-Sykes presented background information and staff's analysis on <br /> 2 the proposed PUD Amendment for Sign Plan for Silver Lake Village. Assistant City Manager <br /> 3 Moore-Sykes provided an overview of the following findings on the proposed PUD Amendment: <br /> 4 1. The Cub sign expansion is within the parameters as established by the original sign plan <br /> 5 in the Developer's PUD Agreement. The proposed addition to the Cub sign increases the <br /> 6 height of the sign to 26 feet, well within the maximum height of 31 feet as stipulated at 8. <br /> 7 Signs, a. Cub Pylon,page 21. <br /> 8 2. The number of new ground signs is to be reduced to two (2); one sign is proposed to be <br /> 9 located at the southeast corner of the Walmart site along the west side of Silver Lake <br /> 10 Road at 3800 Silver Lake Road; and the other sign is to be located on the south side of <br /> 11 391" Avenue, on the NW corner of 3810 Silver Lake Road, the Freedom Gas Station site. <br /> 12 The initial proposal discussed at the Concept Review, April 20, 2010, showed three (3) <br /> 13 new ground signs. <br /> 14 3. The existing ground sign located north of 39`" Avenue, west side of Silver Lake Road at <br /> 15 3900 Silver Lake Road is to be modified to allow for an increase in the number of tenant <br /> 16 signs. <br /> 17 4. No proposals for modifications are planned or submitted for the currently existing <br /> 18 Walmart sign or the entrance signs at 39'h Avenue and Silver Lake Road. <br /> 19 <br /> 20 Mr. Dale Wenkus, Vice President of Architecture with Doran Companies, addressed the <br /> 21 Planning Commission and stated Silver Lake Village has been at this location for five years and <br /> 22 is still not fully occupied. Tenants at the Center asked about opportunities for additional signage <br /> 23 on Silver Lake Road. Doran Companies feels the ability to offer additional signage would be <br /> 24 advantageous in trying to get the Center to 100%occupancy. <br /> 25 <br /> 26 Ms. Brenda Thomas,Vice President of Property Management with Doran Companies, addressed <br /> 27 the Planning Commission and stated there is currently a 14.44% vacancy rate at the Center. The <br /> 28 number one goal for retail is to maximize the signage. When this project was built the number of <br /> 29 smaller tenants was not taken into consideration. She reported on the number of tenants without <br /> 30 signage and stated that the tenants included on the entry monument do not really have Silver <br /> 31 Lake Road visibility. <br /> 32 <br /> 33 Mr. Wenkus and Ms. Thomas presented Photoshop examples of the requested signage. <br /> 34 <br /> 35 Mr. Ron Hansen, 3220 Belden Drive, addressed the Planning Commission and stated he is a <br /> 36 marketing consultant,but he also does not like signs. He pointed out that St. Anthony is a <br /> 37 walkable city. He asked questions of Ms. Thomas regarding the potential number of additional <br /> 38 tenants at the Center and expressed concern with the potential number of signs at the Center in <br /> 39 the future. Mr. Hansen stated his position that the Silver Lake Village development is cluttered <br /> 40 and distracting. He stated the shopping Centers at Maple Grove, Rosedale and Northtown do not <br /> 41 have signs identifying the tenants and suggested possibly utilizing a sandwich board sign. He <br /> 42 indicated that an individual he brought through the Center suggested a sign that includes a layout <br /> 43 of the Center like those used in shopping malls. Mr. Hansen stated his position that people do <br /> 44 not notice directional signs. He stated there are safety issues with these signs and they are <br /> 45 distracting. <br /> 46 <br />
