3. The requested Conditional Use Permit is considered necessary or desirable at the subject location to provide a service or a facility which is in the interest of public convenience and will contribute to the general welfare of the neighborhood or community. The applicant does see the drive-through as desirable for the community and a facility which is in the interest of public convenience. Drive-throughs at coffee shops and restaurants have become an essential service for the commuting society. Since the public hearing notices have gone out to surrounding properties, staff has received a phone call in favor of the drive-through window and no calls against the concept. There are also a few restaurants in the Silver Lake Village PUD that do utilize a drive-through facility to augment their businesses. These businesses include Applebee's, Wendy's, and Culver's. Conditions of the CUP: 1.) No canopy over the drive-thru. 2.) Orient the traffic to a one-way flow pattern to minimize potential traffic conflicts. 3.) Hours of Operation will be limited to opening to an hour before closing. 4.) Positioning the driveway to limit and/or prevent headlights from shinning into residential neighborhoods. Communications: Staff has received no phone calls or emails in opposition to the drive-through proposal. Action: Recommendation from the Planning Commission for approval of the CUP application for 3701 Stinson Boulevard,for a Drive-Through Facility in a Permitted Use (City Code 152.120, (B)).
