CONCEPT REVIEWS <br /> 9 <br /> 10 VIII.1 REDEVELOPMENT PROPOSAL FOR LOT A, 3055 OLD HWY 8 <br /> 11 <br /> 12 Assistant City Manager Moore-Sykes presented the staff report for the Redevelopment Proposal <br /> 13 for Lot A, 3055 Old Hwy 8. She reported that staff met with Jerry Nordenstrom, Project <br /> 14 Manager from Community First Development, LLC, to discuss their proposal to build a 4-story <br /> 15 high density,multi-family building that would also house small service oriented commercial <br /> 16 business on the first level on Lot A of 3055 Old Highway 8. In February 2009, the Wirth <br /> 17 Companies, the owner of 3055 Old Highway 8,petitioned the City to split this property into two <br /> 18 lots, Lot A and Lot B. Lot A is the north portion of the existing parking lot for the property and <br /> 19 Lot B includes the existing building and a smaller portion of the existing parking lot. Mr. Lutz, <br /> 20 representative for Wirth Companies, stated at the time that Wirth Companies wanted to split the <br /> 21 property but had no plans at the time for redevelopment for Lot A. Both lots are currently in the <br /> 22 Light Industrial Zoning District. <br /> 23 <br /> 24 Assistant City Manager Moore-Sykes stated in order for Lot A to be redeveloped into a high <br /> 25 density, multi-family use, Mr. Nordenstrom was advised that he will have to rezone the property <br /> 26 to R-4 from LI. This rezoning would not be out of character for the neighborhood as there is an <br /> 27 apartment complex to the north, adjacent to Lot A and townhome complexes to the north and to <br /> 28 the northwest at Old Hwy 8 and 33rd Avenue. Additionally, this is an appropriate petition for <br /> 29 rezoning because the purpose of the R-4 District is to provide areas for housing other than 1 and <br /> 30 2-family dwellings and townhomes, and which serves as a transitional use between less dense <br /> 31 residential uses and non-residential uses. She advised that Lot A is 78,319 square feet, which is <br /> 32 sufficient for the proposed 30-unit condominium apartment building with service or <br /> 33 convenience-type businesses on the first level. For a building size with 17 or more units,the <br /> 34 minimum lot size is 43,000 square feet plus 1,750 square feet per each unit over 16. This means <br /> 35 that minimally, this proposed building needs to be at least 67,500 square feet and lot coverage is <br /> 36 restricted to 50%. The proposed R-4 condominium apartment building will be at a height of <br /> 37 three(3) stores or 35 feet. <br /> 38 <br /> 39 Assistant City Manager Moore-Sykes reported that Mr.Nordenstrom said they would like to put <br /> 40 a small business center on the first level that would cater to the needs of the residents. Possible <br /> 41 service-type businesses could include a postal station, accountant, attorney, convenience store, <br /> 42 etc. These uses are allowed in the R-4 zoning district but with a Conditional Use Permit(CUP). <br /> 43 <br /> 44 Mr. Jerry Nordenstrom,Project Manager from Community First Development, LLC, addressed <br /> 45 the Planning Commission and stated Community First Development, LLC has been considering <br /> 46 a 40 unit condo project and would prefer to develop in St. Anthony.
