He stated they plan on <br /> 2 locating a large berm between the condo development and the office complex. They would like <br /> 3 to relocate the curb cut that currently exists on the north edge to the center of the site. Mr. <br /> 4 Nordenstrom stated that all codes and setbacks will be met; however, there will be a need to <br /> 5 rezone. The plan is to include a convenience market, and there will also be a mail center in the <br /> 6 building. <br /> 7 <br /> 8 Commissioner Niccum commented that the proposed convenience store will likely receive quite <br /> 9 a bit of use with the amount of multi-housing in the area. <br /> 10 <br /> 11 Mr. Nordenstrom answered questions of the Planning Commission regarding the proposed <br /> 12 relocation of the curb cut to allow for improved parking and provided an overview of the <br /> 13 proposed building materials. <br /> 14 <br /> 15 Commissioner Crone recommended that the applicant ensure the appropriate size for the <br /> 16 convenience store,noting it will be an asset to the community. She inquired about the location <br /> 17 of the accountant attorney space planned with the development. Mr. Nordenstrom reviewed the <br /> 18 proposed location in the business center area. He verified that the convenience store will be <br /> 19 open to the public. Mr. Nordenstrom answered questions regarding the landscaping plan which <br /> 20 includes a berm and tree separation from the office building to the south. <br /> 21 <br /> 22 Chair Jensen noted there are a number of parking stalls that serve the building on the Roseville <br /> 23 side of the line. He asked whether this is the reason that the driveway is still located on the north <br /> 24 side of the line or whether there is an agreement in place. Mr. Nordenstrom replied that his <br /> 25 understanding is that that there is not an existing easement for access to these parking spots. <br /> 26 Chair Jensen suggested that this issue be worked through if there is not an agreement in place. <br /> 27 <br /> 28 Mr.Nordenstrom reviewed the location of the Hennepin County/Ramsey County line as it <br /> 29 relates to the subject site. <br /> 30 <br /> 31 Chair Jensen verified with Assistant City Manager Moore-Sykes that development plans have <br /> 32 not come forward for the lawn property to the north of this site. He commented that the notion <br /> 33 that this area would remain as large lawn/open space could be erroneous depending on the <br /> 34 potential for future redevelopment. He commented that the sketch is fairly vague on south end. <br /> 35 He stated there needs to be a certain amount of parking to be convenient for the proposed retail <br /> 36 uses and the courtyard, and commented on the need for an accessible drop and delivery area. He <br /> 37 inquired whether the courtyard located on top of the garage would be a private space for the <br /> 38 residents. Mr. Nordenstrom responded in the affirmative. He stated the road drops quite a bit <br /> 39 and the courtyard will be fenced. <br /> 40 <br /> 41 Chair Jensen asked whether the applicant has considered flipping the building. Mr. Nordenstrom <br /> 42 replied that it has been discussed. He reviewed the grade on the site and the planned parking. <br /> 43 <br /> 44 Chair Jensen verified with Mr.Nordenstrom that the retail is planned to be on the parking garage <br /> 45 level. He suggested the applicant consider flipping the building,noting that it may be preferred <br /> 46 to have the building located closer to Old Highway 8. He suggested the applicant determine <br />
