Planning Commission Regular Meeting Minutes <br /> August 16, 2011 <br /> Page 3 <br /> 1 Motion by Commissioner Cincoski, second by Commissioner Niccum, to recommend that the <br /> 2 City Council approve a 3.4' variance from the 5' rear setback requirements and a 1.2' variance <br /> 3 from the 3' side yard setback requirements. <br /> 4 <br /> 5 Motion carried 7-0. <br /> 6 <br /> 7 Chair Jensen stated that this item will be considered by the City Council at its August 23, 2011, <br /> 8 regular meeting. <br /> 9 <br /> 10 VIII. CONCEPT REVIEWS. <br /> 11 <br /> 12 1. SIGN DESIGN PLAN— ST. ANTHONY SHOPPING CENTER <br /> 13 <br /> 14 Assistant City Manager Moore-Sykes advised that the owners of the St. Anthony Shopping <br /> 15 Center are planning to update the look of the Center and introduced Mr. Greg Kozulla of Kozulla <br /> 16 &Associates. <br /> 17 <br /> 18 Mr. Kozulla explained that the project includes removal of the existing canopy on the storefronts <br /> 19 and replacing with a stucco facade of varying heights and colors,mill and overlay of the front <br /> 20 parking lot, restriping of the parking lot, blacktop patching around the back alley, sidewalk <br /> 21 replacement, and painting and cleaning up of miscellaneous items on the face of the building on <br /> 22 all three sides. He presented photographs of the current building and stated that they plan to <br /> 23 completely remove the panel fascia on the building as well as the fabric screen and replace it <br /> 24 with a parapet on the rooftop. He noted that the tenants will be offered an opportunity to have <br /> 25 new signs installed. He stated that they also intend to provide new fixtures at the tops of the light <br /> 26 poles and will be using LED fixtures which will provide better light coverage and foot candle <br /> 27 coverage. He indicated that they also intend to regrade the sidewalks and blacktop back to a 6" <br /> 28 curb with handicapped accessibility. He also discussed the work to be performed on the back of <br /> 29 the building, including replacement of rotted door and window frames. He advised that they <br /> 30 currently plan to start the fagade project in mid-October and the mill and overlay will be <br /> 31 completed in April next year. <br /> 32 <br /> 33 Commissioner Cincoski asked if the existing signs will utilize backlighting. <br /> 34 <br /> 35 Mr. Kozulla replied that they will not utilize backlighting and indicated that the Comprehensive <br /> 36 Sign Plan will include a request that the City grandfather the current signs in so that they do not <br /> 37 have to replace all the signs at this time. <br /> 38 <br /> 39 Chair Jensen asked how this type of complete makeover affects a review of the total parking <br /> 40 spaces and/or other parking lot plantings. <br /> 41 <br /> 42 Assistant City Manager Moore-Sykes stated that because this is a PUD, it will go through a <br /> 43 parking plan and sign plan. <br /> 44 <br /> 45 Chair Jensen requested that the property owners contact the City Engineer to determine whether <br /> 46 any additional detention or retention is necessary in this area. <br />
