I was advised by Mr. Baker that the Ministry would have adequate parking for their members. He <br /> estimated that they have about 170 spaces. Staff counted 70 parking spaces on the subject property from a <br /> site plan that was submitted by the applicants as part of their application submission. <br /> The City's zoning code for parking (152.178(5) (g)) in the Light Industrial District requires 1 parking space <br /> for every1,000 SF of building floor area,which is 14 spaces,clearly not adequate for the proposed use. Staff <br /> reviewed the code for parking required for similar uses,which are churches and clubs. The parking <br /> requirement for these uses is the total designated seating capacity of the structure divided by 2.5. The <br /> seating capacity as noted on the site plan is 210 and doing the computation gives the site the minimum of 84 <br /> parking spaces. Using the seating capacity,the available parking is short by 14 parking spaces. <br /> When staff used the congregation size of 170,the required parking spaces is 68 spaces. Staff was assured by <br /> Mr. Baker that they will not grow to more than the current membership. <br /> Staff has received calls from one of the tenants at 2824-2828 Anthony Lane South for status updates on the <br /> disposition of this application. The caller,who works for the University of Minnesota,has requested that <br /> Staff keep them updated on the status because if the City approves the Mountain of Fire Miracles Ministry's <br /> application and the sale goes through, they will be required by law to find another place to rent. <br /> A neighboring property owner called to say he is concerned that the proposed buyer will not have enough <br /> parking for their congregation. <br /> Attachments. <br /> • Application <br /> • Written Statement from Pastor Nnaemeka C.
