May 13, 2011 <br /> Ms. Kim Moore-Sykes <br /> Saint Anthony Village <br /> 3301 St. Anthony Road <br /> St. Anthony, MN 55418 <br /> Dear Ms. Moore-Sykes: <br /> We appreciate the City of St. Anthony reviewing the conditional use permit application <br /> for Mountain of Fire Miracles Ministry in the use of the property at 2 ,24-28 Anthony <br /> Lane. <br /> The reason for the conditional use permit is for the church to purchase and make use of <br /> a minimally leased office/industrial building in southern St. Anthony. This is in an area of <br /> industrial/office use with some other uses that have required a conditional use, such as <br /> a daycare. The property currently has two tenants and is 26% leased. The building <br /> value has dropped by 52% from the purchase in 2005. <br /> The church is negotiating final terms of a purchase agreement which is based on <br /> receiving the Conditional Use Permit from the City of St. Anthony. The church will allow <br /> the two tenants to stay in the building, at their option, but does not plan to lease any <br /> space in the building after these tenants vacate. <br /> Mountain of Fire Miracles Ministry is a Christian Church with a national headquarters in <br /> Houston. The church would have the highest use of the property when the majority of <br /> the other businesses are closed or operating minimally. The church would use the <br /> building for Sunday services with smaller groups through the week. The church has <br /> normal attendance of 150-165 at the Sunday service. <br /> The current on site parking will handle parking for 170. The removal of 13,595 square <br /> feet of vacant space will allow the vacancy factor for the city to be favorably adjusted. <br /> The weekend use will provide activity in the area when other businesses are closed. <br /> This will be an excellent use of the building in an area bordered by industrial, retail and <br /> cemetery uses. <br /> We appreciate your consideration of the application for a Conditional Use Permit and <br /> look forward to working with the city staff on this process. <br /> Sincerely, <br /> Pastor Nnaemeka C.
