He presented architectural drawings of the <br /> 3 proposed porte-cochere and stated the porte-cochere would match the building,provide more <br /> 4 defused lighting, and create a more welcoming entrance that provides safety to residents. He <br /> 5 indicated this would be a permanent structure and would allow clearance of 14' to allow fire <br /> 6 truck access. He added that they intend to complete a survey of the area prior to proceeding with <br /> 7 construction. <br /> 8 <br /> 9 Chair Jensen asked if they have been able to have a porte-cochere that close to the right-of-way <br /> 10 in other locations. He also asked if they have considered using heated pavement in the drop-off <br /> 11 area. <br /> 12 <br /> 13 Mr. Plutowski replied that they completed a similar project four years ago in Montana. He also <br /> 14 stated that they have not discussed using heated pavement but would consider it particularly if <br /> 15 they cannot solve the grade issue. <br /> 16 <br /> 17 Assistant City Manager Moore-Sykes stated that she spoke with the Fire Marshal and he <br /> 18 expressed concern about the height and whether they would be able to get a fire truck under the <br /> 19 structure. She added that the Fire Marshal has considered striping and signing the west side of <br /> 20 the island as a fire lane to keep traffic out. <br /> 21 <br /> 22 Commissioner Cincoski felt that the porte-cochere is aesthetically very attractive. <br /> 23 <br /> 24 5. KIM AND DON PAVELKA—3205 36'" AVENUE NE <br /> 25 <br /> 26 Assistant City Manager Moore-Sykes advised that she met with Kim Pavelka who provided a <br /> 27 sketch of the proposed garage addition. She stated that the property meets the 15' total side yard <br /> 28 setback requirements and the property owners are proposing to build a 6' x 22' addition, <br /> 29 increasing the footprint to 1,128 SF and leaving them with lot coverage of 12%. She explained <br /> 30 that they would need a garage setback permit because they propose to build into the setback on <br /> 31 the side yard. <br /> 32 <br /> 33 Mr. Don Pavelka, 3205 36`h Avenue NE, appeared before the Planning Commission and stated <br /> 34 that they would like to increase the size of the garage to accommodate two cars. <br /> 35 <br /> 36 Chair Jensen indicated that the encroachment for eaves is 30" and the sketch has an overhang at <br /> 37 2' off the side of the building or 3' from the lot line, so that eave should be 6"rather than two <br /> 38 feet in order to not require another variance, which is desirable. He stated that at the time of the <br /> 39 variance request, the property owner should include a survey. He added that it would also be <br /> 40 helpful to ask the surveyors to dimension to the property's structure edge and include dimensions <br /> 41 both from the property's structure and the neighbor's structure. He requested that the drawing <br /> 42 also clarify whether the driveway area will be increased and to include a drawing of the front of <br /> 43 the building. <br /> 44 <br /> 45 IX.
