LA NEL ASSISTED LIVING— SITE REVIEW <br /> 5 <br /> 6 Assistant City Manager Moore-Sykes presented the staff report. <br /> 7 <br /> 8 Mr. Greg Bronk, President of LaNel Financial, appeared before the Planning Commission and <br /> 9 introduced Jay Nelson, architect, and Frank Lang and Gene Nelson(Lang-Nelson). He stated <br /> 10 that they have enjoyed a good relationship with the City and are now proposing to build a 72-unit <br /> 11 assisted living facility adjacent to the Autumn Woods apartments. He added they see an <br /> 12 immediate use within the campus to provide additional housing for residents in an assisted living <br /> 13 facility and would like to proceed with construction this year. <br /> 14 <br /> 15 Mr. Nelson presented images of the proposed building and stated that the site plan is largely <br /> 16 similar to its previous arrangement on the site. He stated that parking will be available along the <br /> 17 side and they will be making application to the County to allow parking along the street, similar <br /> 18 to the parking allowed further up the street, and they believe this will help promote this as a <br /> 19 growing urban area. He indicated that water retention has been a big interest on the site and they <br /> 20 plan to provide rain gardens around the perimeter of the site. <br /> 21 <br /> 22 Commissioner Cincoski asked about staff parking availability. <br /> 23 <br /> 24 Mr. Nelson explained that the current lots are underused and they plan to make use of those lots <br /> 25 for staff. <br /> 26 <br /> 27 Mr. Bronk indicated that in other communities of this size,there is a staff requirement of 26 <br /> 28 people at different times throughout the day. He stated that there are 59 parking spaces available <br /> 29 at Autumn Woods, together with the underground parking and in front of the entrance, there will <br /> 30 be a total of 82 parking stalls available. He added that an indentation is planned on Kenzie <br /> 31 Terrace with parking available on the street. He advised that they do not currently see a need to <br /> 32 purchase additional land for the development. <br /> 33 <br /> 34 4. CHANDLER PLACE—ENCROACHMENT VARIANCE INTO FRONT YARD OF <br /> 35 PORTE-COCHERE <br /> 36 <br /> 37 Assistant City Manager Moore-Sykes presented the staff report. <br /> 38 <br /> 39 Mr. Alan Plutowski, Trossen Wright Plutowski Architects,PA, appeared before the Planning <br /> 40 Commission and explained that Chandler Place is an independent and assisted living facility with <br /> 41 a memory care component as well as a skilled nursing facility. He stated that as you drive into <br /> 42 the facility, there is currently a 24' drive with a drop-off area containing a pitched roof vestibule <br /> 43 enclosure that encroaches into the current setback. He indicated that the main reason for <br /> 44 constructing the porte-cochere is to provide better safety for residents because the slope of the <br /> 45 drive is steep and unprotected. He advised that they have narrowed the drive slightly in order to <br /> 46 get the column structure for the canopy which will create a one-way situation where people can <br />
