STAFF REPORT <br /> To: Chair and Planning Commission Members <br /> From: Kim Moore-Sykes,Assistant City Manager <br /> Date: November 15, 2011 <br /> Subject: Preliminary/Final Development Plan — Autumn Woods Assisted Living Facility <br /> Requested Action: <br /> � Public Hearing <br /> Date Application Received: N/A <br /> Property Address: 2580 Kenzie Terrace <br /> Zoning District: PUD —R-4 <br /> 60-Day Expires: January 2, 2012 <br /> Waiver Letter Required: Yes Date Sent: No <br /> Future Action: Council Approval of Planning Commission Recommendation <br /> Background: <br /> Mr. Greg Bronk and the LaNel Group met with Staff to complete their preliminary plans for the proposed <br /> construction of an assisted living facility to be located adjacent to their Autumn Woods Apartment I complex on <br /> 2580 Kenzie Terrace. The proposed facility will have approximately 72 assisted living units and up to four <br /> stories. Mr. Bronk and Ms. Caitlin Goff came before the Planning Commission at its September 20, 2011 <br /> meeting for a concept review of the site and facility plan. <br /> Analysis• <br /> Zoning District: The proposed project is located adjacent to the existing Autumn Woods apartment facilities. <br /> The parcel for the proposed assisted living facility was purchased from the City in 2000 and was included in the <br /> PUD designation that exists for the existing Autumn Woods facility as part of a Planned Unit Development <br /> approved in 2003. <br /> The Applicant is requesting that the Planning Commission recommend to the City Council approval of both the <br /> preliminary and final development plan,by which redevelopment of the property will result in the proposed <br /> construction of an assisted living facility. These plans being proposed are the same plan and can be reviewed <br /> and recommended for approval sequentially. <br /> Once the Final Development Plan has been recommended for approval, the Applicant is requesting that the <br /> Final Development Plan be recommended for approval as an amendment to the PUD. <br /> Dimensional Regulations: For an R-4 parcel, the front yard setback is required to be 30 feet; the side yard <br /> setback must be at least 15 feet for each side yard and 30' for a side yard adjacent to a public right-of-way; and <br /> the rear yard setback is required to be the greater of 20% of the lot depth or 40 feet from rear property line to <br /> proposed structure footprint. <br />
