Planning Commission Regular Meeting Minutes <br /> October 18, 2011 <br /> Page 6 <br /> 1 Commissioner Crone questioned how the applicant can guarantee that not more than 175 people <br /> 2 will attend the church on any given day. <br /> 3 <br /> 4 Mr. Baker stated that a typical Sunday will have 110-120 people and the church is estimating <br /> 5 that it will hit 170-175 people on holiday Sundays. He added that the church may want to look <br /> 6 for additional parking in the future but right now they are confident that sufficient parking exists <br /> 7 on site. <br /> 8 <br /> 9 Motion by Commissioner Niccum, second by Commissioner Poucher,to recommend that the <br /> 10 City Council approve the Conditional Use Permit as proposed and limiting the maximum <br /> 11 occupancy to 175 to meet the required 70 parking stalls on site. <br /> 12 <br /> 13 Commissioner Crone expressed concern about available parking stalls if the maximum <br /> 14 occupancy exceeds 175 and suggested a friendly amendment to direct the applicant to be <br /> 15 proactive in contacting neighboring businesses about using their parking as a back-up to ensure <br /> 16 that adequate parking exists. <br /> 17 <br /> 18 Commissioner Niccum approved the friendly amendment. Commissioner Poucher seconded the <br /> 19 friendly amendment. <br /> 20 <br /> 21 Motion carried 6-0. <br /> 22 <br /> 23 4. CHANDLER PLACE—ENCROACHMENT VARIANCE INTO FRONT YARD <br /> 24 <br /> 25 Chair Jensen opened the public hearing at 8:19 p.m. <br /> 26 <br /> 27 Assistant City Manager Moore-Sykes presented the staff report. <br /> 28 <br /> 29 Mr. Alan Plutowski,Trossen Wright Plutowski Architects,PA, appeared before the Planning <br /> 30 Commission and stated that the entry drive has been changed to a one-way drive and the <br /> 31 driveway will allow a car to park and another to pass. He presented a revised sketch and stated <br /> 32 that they are looking to improve the grading of the existing drive as well because it is so steep. <br /> 33 He added they propose to build the porte cochere so that it is all within the setback, including the <br /> 34 footings. He explained that currently there is a covered vestibule that extends into the setback <br /> 35 and they will remove that structure entirely because the columns make it awkward for dropping <br /> 36 off residents. He discussed the "no parking fire lane"designation requested by the Fire <br /> 37 Department adjacent to the entrance of the porte cochere and stated that the porte cochere is <br /> 38 currently designed to include a 14' clearance; since the"no parking fire lane"will be striped,he <br /> 39 asked if they could reduce the height of the porte cochere to 12' or 12.5' which would provide <br /> 40 better protection for cars while still allowing an ambulance to enter the area. <br /> 41 <br /> 42 Chair Jensen closed the public hearing at 8:25 p.m. <br /> 43 <br /> 44 Commissioner Crone expressed concern about the one-way driveway and possible congestion, <br /> 45 particularly if delivery trucks and other vehicles are in the driveway when an ambulance is trying <br /> 46 to get to the building. <br />
