Staff had previously reviewed a sign plan for the Hennepin County <br /> Medical Center Clinic, which has located a facility at the St. Anthony Market Place Shopping Center. Staff <br /> advised Mr. Lang that the requested second identification sign which is proposed to be placed above the <br /> entrance, requires a variance because the City allows only one identification sign per right-of-way frontage per <br /> commercial establishment. Mr. Lang reported that the owners of the clinic are concerned that patients may not <br /> recognize the entrance as an entrance without this additional identification sign. <br /> Analysis. The clinic submitted as part of an overall sign plan, a request for two (2) wall signs identifying the <br /> clinic on the same wall. <br /> §155.29 DISTRICTS SCHEDULES, (B)(1) states that for Commercial and limited businesses, one (1) <br /> identification (wall) sign per right-of-way frontage per commercial establishment is allowed. This sign may have <br /> no more than 2 SF of surface area per lineal foot of business frontage, up to a maximum of 150 SF. <br /> The proposed main wall sign is 64.6 SF; the proposed smaller wall sign to be placed over the entrance is 25.5 SF. <br /> §155.03 DEFINITIONS defines an identification sign as a sign which is a non-commercial sign but is limited to <br /> the name, address, and number of a building,institution or person and to the activity carried on in the building <br /> or institution or the occupation of the person. <br /> Application Review <br /> As part of the application process, the applicant is required to provide evidence that discloses facts that are <br /> unique to the subject property. Section 152.245 of the City Ordinance outlines the requirements that must be <br /> addressed to qualify for a variance and the process by which a variance is granted.
