She stated if it does connect, it adds <br /> 2 more to their concerns because of the run-off. She indicated she could not find the letter from <br /> 3 Mr. Hubmer which indicated that a holding tank would be added in the parking lot of the existing <br /> 4 Autumn Woods apartments so that run-off would not come onto Lowry Avenue and down the <br /> 5 hill into various homeowner's driveways. She asked if that holding tank is included in the plans. <br /> 6 <br /> 7 Mr. Bronk replied that there is nothing planned to be added to the existing Autumn Woods <br /> 8 property. <br /> 9 <br /> 10 Ms. Meyer asked if there was a way for the City to address the run-off at the existing Autumn <br /> 11 Woods property. <br /> 12 <br /> 13 Ms. Beverly Tombarge, 2609 Lowry Ave. NE, appeared before the Planning Commission and <br /> 14 stated she has lived on her property for 82 years and felt that the proposed development was <br /> 15 pushing them out because Autumn Woods is controlling a big portion of this area. She <br /> 16 questioned who would want to live on her property and expressed concern she will not be able to <br /> 17 sell her property. She stated the development is planned on a little bit of land and they will be <br /> 18 surrounded by a four story building and it is not fair and she is not happy about this. <br /> 19 <br /> 20 Ms. Mary Ward, 2200 block of Wilson Street, Minneapolis,appeared before the Planning <br /> 21 Commission and asked if the building will in fact be four stories because it appears that one story <br /> 22 is below grade. She asked about the final roof height as compared to the existing Autumn <br /> 23 Woods property. She also asked about the proposed parking on Kenzie Terrace and whether it <br /> 24 means that Kenzie Terrace will go down to one lane in that area or whether an additional lane <br /> 25 will be added. <br /> 26 <br /> 27 Chair Jensen explained that Kenzie Terrace will be widened to create 13 parking stalls similar to <br /> 28 what was done on Silver Lake Road. He noted that the travel lanes on Kenzie will not be <br /> 29 diminished and the sidewalk would be moved. He stated that the County needs to approve this <br /> 30 and will be handled at a future time with a permit from the County to allow that improvement. <br /> 31 <br /> 32 Chair Jensen closed the public hearing at 7:52 p.m. <br /> 33 <br /> 34 Mr. Bronk explained that the existing three buildings of Autumn Woods have underground <br /> 35 parking and 59 surface parking stalls available; seven of the 59 parking stalls will be lost due to <br /> 36 the new construction. He indicated there will be a total of 82 parking spaces available which <br /> 37 exceeds the requirements of the City Ordinance. <br /> 38 <br /> 39 Chair Jensen requested additional information about the proposed drainage on the site. He also <br /> 40 asked if the plans are compliant with MWMO regulations. <br /> 41 <br /> 42 Mr. Nelson reviewed the drawings and showed the areas where water will be collected and <br /> 43 treated before flowing into the City's storm water system. He indicated that the drainage going <br /> 44 toward Lowry has not changed and water will never get to the adjacent residential areas. <br /> 45 <br />
