Planning Commission Regular Meeting Minutes <br /> November 15, 2011 <br /> Page 6 <br /> 1 to get an opinion from the Watershed District to address how these plans meet all Watershed <br /> 2 District requirements and requested that this be provided to the City Council. <br /> 3 <br /> 4 Commissioner Crone asked if there was a reason why they chose to build a 72-unit structure and <br /> 5 also asked what the impact would be if they eliminated a floor. <br /> 6 <br /> 7 Mr. Bronk stated that a 72-unit building represents a manageable number in terms of rental, <br /> 8 staffing, food,etc. and all of their campuses fall within that range. He added they would lose 20 <br /> 9 units if they eliminated a floor which would not be a feasible development. <br /> 10 <br /> I 1 Commissioner Niccum asked about the proposed lighting in the back of the building and its <br /> 12 impact on adjacent homes. <br /> 13 <br /> 14 Mr. Nelson replied there will be some minimal pond lighting in the area as well as security <br /> 15 lighting. He noted that the lighting fixtures will point downward. <br /> 16 <br /> 17 Chair Jensen requested the applicant discuss the landscaping and screening to address the <br /> 18 concerns raised by residents. <br /> 19 <br /> 20 Mr. Bronk stated it is their goal to have a well shaded environment for their residents and to <br /> 21 include a significant amount of landscaping and larger trees than required under the Ordinance. <br /> 22 <br /> 23 Commissioner Crone asked if residents will have a contact person to call or email if they have <br /> 24 questions during construction. <br /> 25 <br /> 26 A representative from Lang-Nelson assured the Planning Commission that there will be a point <br /> 27 of contact for residents throughout construction. <br /> 28 <br /> 29 Ms. Ward requested that the Planning Commission address Ms. Meyer's question regarding <br /> 30 existing run-off problems that they thought would be addressed if further development was <br /> 31 planned in this area. <br /> 32 <br /> 33 Chair Jensen indicated that this issue will be forwarded to the City Engineer and requested that <br /> 34 the City Engineer be asked to provide a comment at the City Council meeting and/or a letter <br /> 35 added to the file for this project. He noted that this is not critical to the land use decision in front <br /> 36 of the Planning Commission tonight. He stated the planned drainage depicted in the drawings <br /> 37 shows them capturing more water and holding it back to some degree, which meets the City's <br /> 38 criteria. <br /> 39 <br /> 40 Motion by Commissioner Niccum, second by Commissioner Chaput, to recommend that the City <br /> 41 Council approve the Preliminary Development Plan submitted by LaNel Group for the proposed <br /> 42 construction of Autumn Woods Il,an Assisted Living Facility based on the following findings of <br /> 43 fact: <br /> 44 <br /> 45 a. That the proposed site for the proposed assisted living facility was formally added to the <br /> 46 existing LaNel Planned Unit Development(PUD) in 2003; <br />
