That the Preliminary Development Plan does not exceed the maximum density range and <br /> 2 is an appropriate plan for the R-4 Residential Zoning District; <br /> 3 C. That the general location of major streets and pedestrian ways are shown on the <br /> 4 Preliminary Development Plan; <br /> 5 d. That the Preliminary Development Plan shows the general location and extent of public <br /> 6 and common open spaces; <br /> 7 e. That the Preliminary Development Plan shows the general location of residential and <br /> 8 non-residential land uses with the appropriate type of intensities of development; <br /> 9 f. That the LaNel Group has provided adequate information regarding the staging and time <br /> 10 schedule of development; and <br /> 11 g. That the Preliminary Development Plan includes other special criteria and design details <br /> 12 for the development of the proposed assisted living facility including parking, <br /> 13 landscaping,and signage within the R-4 Residential Zoning District. <br /> 14 <br /> 15 Motion carried unanimously. <br /> 16 <br /> 17 Motion by Commissioner Crone, second by Commissioner Cincoski, to recommend that the City <br /> 18 Council approve the Preliminary Development Plan as the Final Development Plan submitted by <br /> 19 LaNel Group for the proposed construction of Autumn Woods II, an Assisted Living Facility, <br /> 20 based on the findings of fact by the Planning Commission as listed in the motion to recommend <br /> 21 approval of the Preliminary Development Plan. <br /> 22 <br /> 23 Commissioner Heinis requested that the north arrows on the architectural drawings be corrected. <br /> 24 <br /> 25 Motion carried unanimously. <br /> 26 <br /> 27 2. LaNEL—PUD AMENDMENT, 2580 KENZIE TERRACE <br /> 28 <br /> 29 Motion by Commissioner Poucher, second by Commissioner Crone, to recommend that the City <br /> 30 Council approve the Final Development Plan as an Amendment to the existing LaNel Autumn <br /> 31 Woods Planned Unit Development based on the findings of fact established as a result of the <br /> 32 Planning Commission's review of the Preliminary Development Plan and Final Development <br /> 33 Plan as submitted by the property owners, LaNel Financial Group. <br /> 34 <br /> 35 Motion carried unanimously. <br /> 36 <br /> 37 Chair Jensen indicated this item will be heard by the City Council at its regular meeting on <br /> 38 Tuesday,November 23`d, and asked that the applicants provide the City Council with comments <br /> 39 from their engineers, as well as Hennepin County and the Watershed District. He also asked the <br /> 40 applicants to provide copies of the environmental assessment documents created for construction <br /> 41 as well as any soil reports. <br /> 42 <br /> 43 VIII.
