Ordinance 2016-02 an ordinance Amending Chapter 32 to ad Tree Care Ordinance 1st of 2 <br />3 readings 3 <br /> 4 <br />City Manager Casey reviewed this ordinance would establish the Parks Commission as the Tree 5 <br />Board. The Tree Board would be responsible for recommendations to the City Council regarding 6 <br />the comprehensive tree plan for areas within the public right-of-way and City parks. If requested 7 <br />by the City Council, the Parks Commission (Tree Board) can consider, investigate and 8 <br />recommend tree care matters as needed. Ordinance 2016-03 an ordinance Amending Chapter 112 to Change Hours of Sale on 17 <br />Sundays for Establishments Holding an On-Sale Intoxicating Liquor License 1st of 3 18 <br />readings 19 <br /> 20 <br />City Manager Casey reviewed this ordinance would amend Chapter 112 to change hours of sale 21 <br />on Sundays for establishments holding an on-sale intoxicating liquor license. Currently the City 22 <br />of St. Anthony allows for intoxicating liquor or wine to be sold in conjunction with food on 23 <br />Sundays beginning at 10:00 a.m. The ordinance amendment would change the beginning time on 24 <br />Sundays from 10:00 a.m. to 8:00 a.m. Minnesota State Statute 340A.504(3) allows for holders of 25 <br />on-sale intoxicating liquor licenses to sell liquor in conjunction with food beginning at 8:00 a.m. 26 <br />on Sundays. This proposal is to align with the State Statute. 27 <br /> 28 <br />Motion by Councilmember Gray, seconded by Councilmember Brever, to approve First Reading 29 <br />of Ordinance No. 2016 – 04 an Ordinance Amending Chapter 112 to change hours of sale on 30 <br />Sundays for establishments holding an on-sale intoxicating liquor license. 31 <br /> 32 <br />Motion carried 5-0 33 <br /> 34 <br />E. 1st Quarter Goals update 35 <br /> 36 <br />City Manager Casey provided an update on the 2016 Strategic Initiatives for the first quarter and 37 <br />noted goal setting was held January 14-15, 2016. 38 <br /> 39 <br />Mayor Faust stated he is pleasantly surprised with the speed in which these initiatives are 40 <br />addressed. He thanked the City Manager and the staff for their work. 41 <br /> 42 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 43 <br /> 44 <br />City Manager Casey reviewed one of the goals was to communicate effectively and email 45 <br />notifications have been given as an option to residents who wish updates on City Newsletter, 46 <br />street projects and the water issue. Councilmember Stille noted there are only updates on these 47 <br />three areas. 48 <br />7
