PUBLIC HEARING. <br />26 <br />27 A. Temporary Drawdown of Mirror Lake <br />28 <br />29 Mayor Faust opened the public hearing at 7:09 p.m. <br />30 <br />31 City Engineer Todd Hubmer presented a power point on the Mirror Lake Project. Mr. Hubmer <br />32 reviewed the Lake History & Background Studies, Existing Conditions, Concept Plan Review <br />33 and Project Benefits, Tree Removal and Replacement, Upcoming Timeline & Process, Rice <br />34 Creek Watershed District (RCWD) & City Partnership (Cooperative Agreement) including <br />35 Project Funding. The lake is bordered by St. Anthony and New Brighton and St. Anthony owns <br />36 the property surrounding the lake. The Mirror Lake Concept Plan includes excavate lake, replace <br />37 outlet structure, construct flood control berm, and stabilize shoreline. Mr. Hubmer reviewed <br />38 each portion of the plan in detail. The upcoming project schedule was reviewed. The permit <br />39 from the Army Corp of Engineers is still pending but expected to be received soon. <br />40 <br />41 City Engineer Hubmer stated a public hearing is being held to review the temporary drawdown <br />42 of Mirror Lake in accordance with Minnesota Statutes 103G.408. Mr. Hubmer reviewed the <br />43 Mirror Lake improvement project goals, design features, anticipated project schedule, and the <br />44 temporary normal water elevation drawdown. <br />45 <br />46 Ms. Marisa Patron, 3821 Foss, her property backs onto Mirror Lake. She asked what the <br />47 construction timeline is and whether there will be bulldozers in her backyard. Mayor Faust stated <br />48 construction will begin on September 15 beginning with the drawdown. Mr. Hubmer stated <br />
