City Council Regular Meeting Minutes <br />May 24, 2016 <br />Page 5 <br />1 City Manager Mark Casey reviewed the ordinance that would establish the Parks Commission as <br />2 the Tree Board. The Tree Board would be responsible for recommendations to the City Council <br />3 regarding the comprehensive tree plan for areas within the public right -of -way and City parks. In <br />4 addition, if requested by the City Council, the Parks Commission (Tree Board) can consider, <br />5 investigate, and recommend tree care matters as needed. Once adopted the City would be eligible <br />6 for Tree City USA designation. <br />8 Motion by Councilmember Stille, seconded by Councilmember Gray to adopt Ordinance No <br />9 2016 — 02 an Ordinance Adding Section §32.39 TREE CARE <br />10 <br />11 Motion carried 5 -0 <br />12 <br />13 D. Ordinance 2016 -03 an Ordinance Amending Chanter 112 to Change Hours of Sale on <br />14 Sundays for Establishments Holding an On -Sale Intoxicating Liquor License <br />15 <br />16 City Manager Casey reviewed the ordinance that would amend Chapter 112 to change hours of <br />17 sale on Sundays for establishments holding an on -sale intoxicating liquor license. Currently the <br />18 City of St. Anthony allows for intoxicating liquor or wine to be sold in conjunction with food on <br />19 Sundays beginning at 10:00 a.m. The ordinance amendment would change the beginning time on <br />20 Sundays from 10:00 a.m. to 8:00 a.m. Minnesota State Statute 340A.504(3) allows for holders of <br />21 on -sale intoxicating liquor licenses to sell liquor in conjunction with food beginning at 8:00 a.m. <br />22 on Sundays. <br />23 <br />24 Motion by Councilmember Gray, seconded by Councilmember Brever to adopt Ordinance No <br />25 2016 -03 an Ordinance Amending Chapter 112 to change hours of sale on Sundays for <br />26 establishments holding an on -sale intoxicating liquor license <br />27 <br />28 Motion carried 5-0 <br />29 <br />30 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />31 <br />32 City Manager Casey stated recently the City was recognized for GreenStep Four and also from <br />33 the LMC the Sustainable City Award. Staff was not added for the sustainability efforts. <br />34 <br />35 Councilmember Brever stated on May 17 she attended the City Tour and on May 23 she attended <br />36 the Steering Committee meeting for the Comprehensive Plan. <br />37 <br />38 Councilmember Jenson stated on May 1 I and May 18 he attended the Kiwanis meetings. He <br />39 attended the History Committee meeting on May 18. On May 23 he attended the Fire <br />40 Association Meeting. <br />41 <br />42 Councilmember Stille stated he attended the tour on May 17 and on May 23 attended the <br />43 Planning Commission meeting. <br />44 <br />45 Councilmember Gray attended the City tour on May 17. <br />46 <br />47 Mayor Faust attended the Stinson Road Re- Construction Project Meeting on May 19'h. <br />48 <br />
