City Council Regular Meeting Minutes <br />June 14, 2016 <br />Page 2 <br />1 A. Resolution 16 -051 a resolution Ordering Preparation of Feasibility Report for the 2017 <br />2 Street & Utility Improvements <br />4 City Engineer Todd Hubmer stated the City Council is asked to consider a resolution ordering <br />5 the preparation of a feasibility report for the 2017 Street and Utility Improvement Project for: <br />6 • Penrod Lane from 36`h Avenue NE to Skycroft Drive <br />7 • Skycroft Drive from Penrod Lane to Maplewood Drive <br />8 • Maplewood Drive from Skycroft Drive to Highcrest Road <br />9 • Chelmsford Lane from 36`h Avenue NE to Maplewood Drive <br />10 • Options for the Mill and overlay of Silver Lake Court from Silver Lane to the cul -de -sac. <br />11 <br />12 Mr. Hubmer stated these additional improvements are being included with the 2017 feasibility <br />13 report due to the amount of time and resources that Public Works staff has been spending on <br />14 repairing badly deteriorating pavements at these locations. The feasibility report will identify a <br />15 cost and schedule for pavement improvements. Mr. Hubmer indicated the locations on a map for <br />16 Council consideration. Mr. Hubmer reviewed the anticipated project schedule. <br />17 <br />18 Councilmember Gray asked if there have been any water service issues at Silver Lake Court and <br />19 Mr. Hubmer stated there have been significant water main issues in that area. Councilmember <br />20 Gray asked if would make sense to do reconstruction now rather than just the mill and overlay. <br />21 Mr. Hubmer stated he will research. <br />22 <br />23 Mayor Faust stated this is proposed for 2017 and the residents are looking forward to the <br />24 September meeting where information on the project will be communicated. Mr. Hubmer stated <br />25 he has already had some conversations with residents about the projects. <br />26 <br />27 Motion by Councilmember Jenson seconded by Councilmember Brever, to approve Resolution <br />28 16 -051 a resolution Ordering Preparation of Feasibility Report for the 2017 Street and Utility <br />29 Improvements. <br />30 <br />31 Motion carried 4 -0 <br />32 <br />33 B. Resolution 16 -052 a resolution Requesting an Advance from the Municipal State Aid <br />34 Street Fund for Calendar Year 2017 <br />35 <br />36 City Manager Mark Casey stated the Council is requested to consider requesting an advance <br />37 from the Municipal State Aid Street Fund for the Calendar Year 2017. The process for requesting <br />38 an advance requires a Council resolution. Distribution of the funds will not be made until 2017 <br />39 and the State Aid finance department will advise the City if the advance is approved. Cities are <br />40 allowed to request advances for Municipal State Aid projects costs (or for costs previously <br />41 incurred). <br />42 <br />43 Mr. Casey explained the current request equals four times the City's annual State Aid <br />44 construction allotment. The City was recently allocated $263,251 in 2016 for Municipal State <br />45 Aid projects. The requested advance will total $1,053,004. This advance will maintain the <br />46 maximum advance of construction reimbursements allowed. Mr. Casey noted the State account <br />47 does not bear interest and the State prefers that cities draw down their account in connection with <br />
