The total budget for the 2014 project totaled $1,803,200. Funding came from the issuance of a street <br />improvement bond and special assessments. <br />For 2015, the City Engineer is proposing street reconstruction and utility improvements to: <br />36th Avenue - Silver Lake Road to Highcrest Road <br />Chelmsford Road – 36th Avenue to 37th Avenue <br />Funding for the project will come from road improvement bonds and special assessments. The City <br />continues to assess 35% of the costs to the adjacent property owners and through the issuance of road <br />improvement bonds, 65% of the costs is levied over the entire community for their use of City streets. <br />Levy <br />St. Anthony’s General Operating Fund levy for 2015 totals $3,321,210 which supports the cost of <br />providing City services. <br />The total for all levies is $5,831,737. The levy increase without the benefit of LGA and Debt levy <br />reduction would have been 7.64%. With these two elements of property tax relief applied the overall <br />levy increase will be limited to $218,900 or 3.9% percent. A summary of the total levies are as <br />follows: <br />2015 <br />General Operating Levy $3,321,210 (General Fund) <br />CIP Levy $ 50,000 <br />Street Improvement Levy $1,791,725 <br />Lease Revenue Bonds/Public Facilities $ 382,872 <br />HRA Levy $ 132,782 <br />Tax Abatement (Central/Emerald Park) $ 153,148 <br />Total $5,831,737 <br />Changes to the levy include: a $197,867 increase in the General Operating levies and CIP Levy; a <br />$15,145 increase to the Road Improvement Levy; a $4,410 increase to the Lease Revenue Bonds/ <br />Public Facilities Levy, a $645 decrease in the HRA Levy and a $2,123 increase in the Tax Abatement <br />Levy for Central & Emerald Parks. <br />In 2015, the median property valuation of the City equals $223,000 (the median taxable valuation is <br />the number in the middle: 50% lower, 50% higher). The average homeowner in the Village will pay <br />$1,467.26 in “City Property Taxes”. <br />A breakdown of the costs includes: $855.09 for Police, Fire, Public Works and Park maintenance; <br />$461.30 for Streets; $98.57 for the Fire and Public Works buildings; $39.43 for the Central and <br />Emerald park improvements; and $12.87 for the Capital Improvement Fund. <br />4
