Staff Report <br />To: Mike Morrison <br />From: John Malenick, Fire Chief <br />Date: Oct. 19, 2007 <br />rte: Ordinance Changes, Emergency Operations Plan, International Fire Code <br />Property Maintenance Code: After the May 2007 Work session, staff was directed <br />to explore and propose possible changes to current city ordinances as they pertain <br />to property maintenance. Of particular concern was how the current code <br />addressed rental property fees and inspections. To this end, staff began <br />researching and planning new ordinances. Proposed for your review is the addition <br />of a new section to the City Codes (sec.1336). This new section will adopt the <br />International Property Maintenance Code (IPMC) as an enforceable document as it <br />pertains to St. Anthony rental property. Within this section are amendments to the <br />IPMC to reflect past St. Anthony practice and the licensing procedures for all rental <br />property. <br />In addition, staff is recommending the creation of a Department of Property <br />Maintenance under the direction of the Fire Department. As in the past, the Fire <br />Department would continue enforcing the housing ordinance with the addition of <br />conducting annual rental property inspections. To accomplish this would require <br />one additional part time Deputy Code Official. (See budget attachment) <br />Funding for this new department could be achieved through a restructuring of rental <br />property licensing. Our current license fees for rental property are by far the lowest <br />in the metropolitan area. An adjustment even to the low end of the scale would <br />more than adequately fund the activity and payroll of the new department. (Fee <br />structure attachment) <br />Emergency Operations Plan: For the past several months, the North Suburban <br />Emergency Management Group of Hennepin County has been working to <br />consolidate many individual city emergency plans into one regional plan. Our <br />intention is for all the political jurisdictions in the North Suburban Emergency <br />Management Group (Brooklyn Center, Brooklyn Park, Champlin, Crystal, <br />Robbinsdale, New Hope, Maple Grove, Plymouth, Medicine Lake, Osseo, <br />Dayton, Rogers, Hassen Township, Golden Valley, St Anthony) to function <br />under the same emergency operations plan. Each jurisdiction continues to maintain <br />autonomy and their own emergency management program; however they are all <br />affiliated under the same emergency plan. The combined plan is now complete and <br />ready for the review and approval of each jurisdiction. <br />• Page 1 <br />
