Assist. <br />As you requested during your meeting with Steve Woods and Kate Drewry, we have drafted a <br />sample scope of work for your consideration in generating a Local Stormwater Management Plan <br />Request for Proposals (RFP). <br />INTRODUCTION AND PURPOSE <br />The City of St. Anthony is located within the Rice Creek Watershed District (RCWD) and Middle <br />Mississippi Watershed Management Organization. The city has a population of approximately <br />_, and a total area of approximately _. The city is predominantly developed with a relatively <br />small area available for redevelopment. <br />Local governmental units having land use planning and regulatory responsibilities are required by <br />Minnesota Statute to prepare a local water management plan which must include a capital <br />improvement program and provisions to bring the plan into conformance with watershed <br />management plans. The water management plan is needed to develop water resource management <br />policies and standards, develop Best Management Practices for future city deveiopment or <br />redevelopment, provide a comprehensive water resource inventory reference of the city, establish <br />and prioritize necessary capital improvement projects, identify areas of chronic stormwater <br />management problems, and recommend strategies to upgrade existing stormwater system <br />deficiencies. <br />SCOPE OF WORK <br />The scope of work will include, but will not necessarily be limited to the following items: <br />• Develop water resource management policies and objectives in compliance with local planning <br />codes and watershed management policies and objectives. <br />BOARD OF MANAGERS <br />A.J.
