23 <br />Mr. Mike Momson -2- November 25, 1996 <br />• Develop comprehensive inventories utilizing city records and staff detailing existing and future <br />physical environments, land uses, stormwater utilities, and other water resource features. <br />• Perform limited hydraulic/hydrologic analyses identifying subwatershed borders, peak <br />discharge locations and respective flow rates. Model calibration will not be required. <br />• Identify priority water quality areas and investigate opportunities remaining in the city for <br />improving water quality. Perform limited P8 modeling to determine potential cost per pound of <br />phosphorus removed. Water quality monitoring will not be required. Identify and quantify <br />intermunicipality drainage issues and coordinate with adjacent municipalities to avoid and/or <br />alleviate existing and future stormwater management disparities. <br />• - Identify floodplain areas and respective floc'. '' elevations at Gudet str ucvares and wateI bodies. <br />• Develop water quality and quantity protection policies and methods to satisfy standards <br />specified in the watershed management plans. <br />• Identify areas subject to shoreland and floodplain policies. <br />• Develop an implementation program including both an administrative improvements plan and <br />capital improvements plan. <br />• Document the Stormwater Utility and its applicability to canying out the CIP. <br />• Develop easement acquisition policies. <br />• Existing inspection and maintenance schedules for all city stormwater facilities. <br />• Investigate wetland protection and management policies in accordance with WCA and <br />respective watersheds for consideration by city. <br />• Identify erosion control policies and adoption of an erosion control reference handbook. <br />• Develop a strategy for complying with groundwater (wellhead) protection program <br />requirements. <br />• Coordinate revisions to draft local plan to be consistent with respective local, regional, county, <br />state, and federal agencies. <br />You had also requested names of several firms which have done local plans which we have <br />reviewed.
