I CITY OF ST. ANTHONY 2 CITY COUNCIL WORK SESSION MINUTES 3 March 4, 1997 4 7:00 P.M. 5 I. CALL TO ORDER. 6 The meeting was called to order at 7:00 P.M. 7 II. ROLL CALL. 8 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner and Faust. 9 Also present: Michael Mornson, City Manager; Kim Moore - Sykes, Management 10 Assistant; Roger Larson, Finance Director; Mike Larson, Liquor Operations 11 Manager. 12 III. DISCUSS SAV II STORE. 13 The City Manager reported that Tires Plus indicated they are not interested in 14 purchasing the building. He reviewed the options for the SAV II store. He 15 presented information on leasing space on the Tires Plus building site and on 16 purchasing the building. Both options will cost approximately the same amount of -7 money; the City will have more control of the site if they purchase it. 18 The City Manager reported that the City Attorney reviewed the lease Tires Plus 19 currently has with First Bank and indicated that the lease appears to be favorable to 20 the landlord. The City Manager also reported that there are enough funds in the 21 HRA accounts to pay for the purchase. 22 The Finance Director reported on the status of the TIF Districts and the HRA 23 account. 24 The Liquor Operations Manager reported what numbers Cub expects to attract and 25 he will be able draw the same shoppers, as well as St. Anthony residents to the SAV 26 II store at the new location on Silver Lake Road. Based on Cub's expected daily 27 customer figures, the Liquor Operations Manager projected the amount of business 28 he expects to generate at SAV II. 29 The Council discussed the options as presented. This item will be placed on the 30 HRA agenda for the March 11, 1997 meeting. 31 IV. APACHE PLAZA UPDATE. 32 The City Manager reported that OPUS is continuing to negotiate with interested 33 tenants for the Apache Plaza. Video Update is opened; Ames Photo Finishing and 4 Great Clips will be moving into the same building as Video Update soon. Cub is ,3 planning on an April 1st opening.
