I <br />CITY OF ST. ANTHONY <br />2 CITY COUNCIL WORK SESSION MINUTES <br />3 March 4, 1997 <br />4 7:00 P.M. <br />5 I. CALL TO ORDER. <br />6 The meeting was called to order at 7:00 P.M. <br />7 II. ROLL CALL. <br />8 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner and Faust. <br />9 Also present: Michael Mornson, City Manager; Kim Moore - Sykes, Management <br />10 Assistant; Roger Larson, Finance Director; Mike Larson, Liquor Operations <br />11 Manager. <br />12 III. DISCUSS SAV II STORE. <br />13 The City Manager reported that Tires Plus indicated they are not interested in <br />14 purchasing the building. He reviewed the options for the SAV II store. He <br />15 presented information on leasing space on the Tires Plus building site and on <br />16 purchasing the building. Both options will cost approximately the same amount of <br />-7 money; the City will have more control of the site if they purchase it. <br />18 The City Manager reported that the City Attorney reviewed the lease Tires Plus <br />19 currently has with First Bank and indicated that the lease appears to be favorable to <br />20 the landlord. The City Manager also reported that there are enough funds in the <br />21 HRA accounts to pay for the purchase. <br />22 The Finance Director reported on the status of the TIF Districts and the HRA <br />23 account. <br />24 The Liquor Operations Manager reported what numbers Cub expects to attract and <br />25 he will be able draw the same shoppers, as well as St. Anthony residents to the SAV <br />26 II store at the new location on Silver Lake Road. Based on Cub's expected daily <br />27 customer figures, the Liquor Operations Manager projected the amount of business <br />28 he expects to generate at SAV II. <br />29 The Council discussed the options as presented. This item will be placed on the <br />30 HRA agenda for the March 11, 1997 meeting. <br />31 IV. APACHE PLAZA UPDATE. <br />32 The City Manager reported that OPUS is continuing to negotiate with interested <br />33 tenants for the Apache Plaza. Video Update is opened; Ames Photo Finishing and <br />4 Great Clips will be moving into the same building as Video Update soon. Cub is <br />,3 planning on an April 1st opening. <br />
