23 <br />PROPOSAL FOR ST. ANTHONY VILLAGE <br />St. Anthony Village desires to provide enhanced information technology services to its residents <br />and city offices. Examples of enhanced services to residents could include on -line access to <br />Council meetings, agendas, minutes, city ordinances and recreational activities. City offices <br />could also benefit through enhanced communication and sharing of information between <br />facilities. Increased services may require the investment in technology infrastructure and <br />computer systems. <br />Objective <br />Conduct technology audit, which will include review of existing technology and recommend <br />strategies for implementing technology changes. The audit report will include budget and <br />staffing estimates. The report will be submitted to St. Anthony Village City Council for approval <br />to proceed on the next step of planning and construction of city infrastructure. <br />Methodology <br />Phase I — Review Existing Planning and Technology Documents <br />1. TIES' staff will review existing planning documents and evaluate current technology <br />implementation and network infrastructure. <br />2. TIES will develop a list of parameters regarding the plans and the current use of technology. <br />3. St. Anthony Village will review and approve parameters. <br />Phase II — Determine and Prioritize St. Anthony Village Technology Objectives <br />1. TIES will define four focus groups to interview. Preliminary focus group structure would <br />consist of residents, City Council, St. Anthony Village Administration and St. Anthony <br />Village staff. <br />2. St. Anthony Village will detemnine membership of focus groups. <br />3. TIES' staff will conduct focus group meetings to determine technology service objectives and <br />priorities of each focus group. <br />Phase III — Develop Technology Services Planning Document <br />1. TIES will develop an audit report to review existing technology and desired technology <br />objectives. The report will include infrastructure alternatives, computer system upgrades, <br />estimated budget and staffing information. <br />2. TIES will deliver the plan in writing to St. Anthony Village. TIES will be available to <br />present at City Council meeting. <br />3.
