1 <br />CITY OF ST. ANTHONY <br />2 CITY COUNCIL WORK SESSION MINUTES <br />September 2, 1997 <br />4 7:00 P.M. <br />5 I. CALL TO ORDER. <br />6 II. ROLL CALL. <br />7 Councilmembers Present: Ranallo, Marks, Enrooth, Wagner, Faust. <br />8 Also present: Michael Mornson, City Manager; Kim Moore - Sykes, Management <br />9 Assistant; Kay Andrews, Northwest Youth and Family Services; Shelly Freeman. <br />10 II. REVIEW JOINT POWERS AGREEMENT WITH KAY ANDREWS OF <br />11 NORTHWEST YOUTH & FAMILY SERVICES. <br />12 Kay Andrews presented a revised joint powers agreement that was drafted to reflect <br />13 changes that have occurred over the last few years. She asked that the Council <br />14 consider signing and participating in their program. <br />15 Shelly Freeman explained the ACTION program as an extension of the services <br />16 offered by Northwest Youth & Family Services. She reported that while NYFS is <br />17 diversionary in its focus, ACTION stresses education as a way to prevent people <br />18 from getting into trouble. <br />III. REVIEW 1998 LEVY INFORMATION AND TIMETABLE FOR TRUTH IN <br />20 TAXATION MEETINGS. <br />21 The City Manager reported that he received final notification from the State <br />22 regarding the City's 1998 levy limit, LGA and HACA distributions. <br />23 He reported that the public hearing dates have been set for Hennepin and Ramsey <br />24 Counties, ISD #282, and Special Taxing Districts. He has tentatively scheduled the <br />25 City's truth in taxation hearing and continuation hearing for December 3rd and <br />26 17th. The Public Hearing for the 1998 proposed Budget is October 7, 1997. <br />27 IV. REVIEW PUBLIC WORKS REORGANIZATION. <br />28 The City Manager reported that the Public Works Director position is posted and <br />29 has begun to receive responses. He said that he has narrowed the number of <br />30 applicants for the Building Inspector position; neighboring city and a private <br />31 contractor. He indicated that New Brighton's proposal came in using the 1994 <br />32 UBC fee schedule. He also reported that the independent contractor has several <br />33 years experience working with cities and had great references. <br />34 He has informed the Fire Chief that he would like the fire fighters to take over the <br />35 code violations portion of the current Public Works Director's duties. <br />16 V. REVIEW SIDEWALK ASSESSMENT POLICY. <br />The City Manager reported that he has received complaints from residents on St. <br />38 Anthony Boulevard about the state of the sidewalks. He said that the City <br />39 Ordinance makes the cost of installing sidewalks 100% assessable to property <br />40 owners. <br />
