ON <br />2. Participating municipalities shall make a minimum financial <br />commitment. Each municipality shall pay a share of NYFS' <br />annual budget, an amount equal in percentage to the particular <br />municipalities per capita population ($1.20 per capita) <br />compared to the total per capita population of all the <br />participating municipalities. The populations of the <br />municipalities shall be determined by using the most recent <br />Metropolitan Council population data. This amount may be <br />adjusted annually for inflation. Any adjustment beyond that <br />would require approval from the participating municipalities. <br />3. Amounts payable by the participating municipalities shall <br />be paid to NYFS on or before January 30, of each year to cover <br />the participating municipalities share for that year. <br />B. Board of Directors. <br />Each contributing municipality may appoint a member to the <br />Board of Directors. Outside members of the Board of Directors <br />may be appointed. The Board shall adopt bylaw provisions <br />requiring an open process for contracting services and a <br />provision prohibiting the organization from supporting or <br />opposing individual candidates for election to any of the <br />participating municipalities councils. <br />C. Further Obligations of NYFS In addition to the <br />obligations set forth elsewhere in this agreement, this <br />agreement is further contingent upon NYFS doing the <br />following: <br />1. Prior to the participating municipalities <br />payment to NYFS, NYFS shall submit a written <br />report to the participating municipalities <br />including the proposed budget with a breakdown <br />for the cost of each service to each <br />participating municipality for the previous <br />year and the budget year; <br />2. Periodically advising participating <br />municipalities of services available through <br />NYFS to its residents; <br />3. Establishing a sliding scale for counseling <br />services to residents of participating <br />municipalities and periodically advising <br />participating cities of such fees; <br />4. Providing other reasonable information <br />requested by the participating municipalities; <br />5. Purchasing a policy of liability insurance in <br />the amount of at least $600,000.00, naming <br />each of the participating municipalities as <br />additional insured and providing copies of <br />
