53 <br />MEMORANDUM <br />To: City Council <br />City Manager <br />Department Heads <br />From: Kim Moore- Sykes, Assistant City Manager P"' <br />Date: February 22, 2005 <br />Subject: Donations Policy <br />As part of the goals setting retreat, the issue of donations and how the City should <br />accept them came up for discussion. Staff was asked to research what other cities do <br />when they receive funds as a donation from individuals, corporations or other non -profit <br />organizations. I have attached a few copies of donation policies that other cities use and <br />a copy of the statute that outlines what cities are required to do in order to accept <br />donations. <br />Most cities that I contacted did not have a specific policy and simply followed the <br />Minnesota State Statutes and some cities did not formally accept donations. The City of <br />Hopkins sent me a copy of their policy, which is more specific and further defines the <br />City's acceptance process. <br />The City of New Brighton has an item on the Council agenda, Special Order of <br />Business, where donations are publicly acknowledged. Individuals or representatives of <br />organizations making the donations are invited to attend the meeting to receive this <br />public acknowledgement. It is also accepted by resolution and signed by the Mayor and <br />the City Manager. <br />
