MEMORANDUM <br />DATE: July 16, 2009 <br />TO: City Council <br />FROM: Mike Morrison, City Manager <br />Roger Larson, Finance Director <br />ITEM: TRUTH IN TAXATION SUMMARY <br />The 2009 State Legislature made changes to the truth-in- taxation requirements, essentially <br />changing the requirements of publishing notices, public hearings, and TNT meetings. <br />A summary of how the new requirements affect St. Anthony is as follows: <br />✓ Approve a preliminary levy certified to County Auditor on or before September 15, 2009. <br />o Approve by resolution setting the 2010 preliminary budget and tax levy on <br />September 8th, at the regular Council Meeting. <br />• Announce the date and time of the regularly scheduled meeting at which a <br />final budget and levy will be discussed (must be published as part of the <br />minutes). <br />• Meeting cannot be before Tuesday, November 24, 2009 or after December <br />18, 2009 and held on or after 6 p.m. <br />• Scheduled for December 8, 2009. <br />o December 8, 2009, Regular Council Meeting. <br />Presentation of the final budget and property tax levy. <br />• Information about the December 8, 2009, budget and tax levy <br />meeting will be on the proposed property tax statements sent by the <br />County Auditor in mid - November (date, time and place of meeting). <br />• No publication is required (other than it must be published as part of <br />the September 8h minutes). <br />• Public is allowed to speak at this meeting (No Public Hearing is <br />required). <br />✓ Adoption of Final Budeet and Tax Levv <br />December 8, 2009, adopt the final 2010 budget and tax levy by resolution. <br />✓ Certify final tax levy to the County Auditor by December 28, 2009. <br />
