Housing and Redevelopment Authority Meeting Minutes <br />•January 23, 1996 <br />Page 2- <br />1 Momson gave an outline of the development proposal for Apache Plaza Shopping Center which <br />2 will be considered at a special Planning Commission meeting on January 30, 1996. He reported <br />3 the property will be replatted into seven lots and three outlots. Lot 1 will be SuperValu, Lot 2 <br />4 will be First Bank, Lot 3 and 4 will be vacant for future commercial use, Lot 5 will be Tires Plus, <br />5 Lot 6 will be Taco Bell and Lot 7 will include the rest of the mall. This phase of development <br />6 involves primarily the building of a new 75,000 square foot CUB Foods store. The <br />7 Environmental Assessment Worksheet has been sent out and no negative comments have been <br />8 received. He stated three ponds will be constructed. A zero lot -line will be requested for the <br />9 rebuilding of the mall's north wall as it will not meet the 60 foot setback requirement. The City <br />10 of St. Anthony will be asked to be owner of the ponds. Public Works Director has stated this <br />11 will not be a problem. <br />12 Marks asked if the City would own the entire outlot and who would be responsible for <br />13 maintenance. Enrooth asked if the ponds would be fenced. <br />14 Mayor Ranallo noted the ponds may or may not be fenced. The City will own the outlots and <br />15 will maintain them. <br />16 Enrooth questioned the City's liability if the ponds were not fenced. Momson stated he would <br />check with the City Attorney. <br />18 Momson noted there are a number of proposed utility easement areas. <br />19 Momson stated a Comprehensive Sign Package has been submitted which is basically the same <br />20 as what was submitted by C.G. Rein Co. in November of 1994. <br />21 Momson reported the Planning Commission will hold a public hearing on January 30, 1996 to <br />22 consider these issues. The City Council will review everything at their February 13, 1996 <br />23 meeting. On February 27, 1996, the City Council will consider the final plat, with EAW <br />24 resolution and potential tax increment financing agreement. He stated he was hopeful that a <br />25 purchase agreement will be completed before the February 27, 1996 City Council meeting. <br />26 Faust stated he felt the Comprehensive Sign Package for Apache Plaza should remain within the <br />27 requirements of the sign ordinance of the City. Mornson noted he would discuss this issue at the <br />28 meeting on Monday, noting the City Council would like to have consistency along Silver Lake <br />29 Road. <br />30 Mayor Ranallo noted a letter which was being sent to the City employees, Public Works <br />31 employees, Fire and Police Departments commending them for the care they had for residents, <br />32 ability and skills possessed during the recent emergency caused by the storm. <br />0 <br />
