Dorsey & Whitney Law Firm <br />Payment in the amount of $130.00 was approved to the Dorsey & <br />Whitney Law Firm for legal services rendered through January <br />31, 1993 regarding the Apache Plaza Tax Increment Financing <br />Project. <br />D. Lyle H. Nagell Company <br />Payment in the amount of $700.00 was approved to the Lyle H. <br />Nagell Company for its appraisal of the property at 2805 27th <br />Avenue Northeast. <br />E. Lyle H. Nagell Company <br />Payment in the amount of $700.00 was approved to the Lyle H. <br />Nagell Company for its appraisal of the property at 2817 Pahl <br />Avenue Northeast. <br />The Executive Director reviewed what this amendment would do <br />for the redevelopment which is planned for these two lots. <br />Ruth Nelson, 3916 Macalaster Drive, felt a townhouse <br />development would be preferable for this area rather than the <br />proposed dental office building. She was of the opinion that <br />a residential nature should be maintained on the parcels. <br />The City Manager noted that the area had been zoned <br />commercially for a very long time. He also suggested that the <br />owner of the parcels would not agree to downzoning to <br />accommodate a residential development. Downzoning would drop <br />the value of the parcels. Commissioner Enrooth felt a one <br />story building such as the one which is being proposed would <br />serve as a good transition from the commercial development <br />across the street. <br />Mrs. Nelson also suggested that there should be an extension <br />
