DRAFT REQUEST FOR PROPOSALS <br />A draft of a Request for Proposals was distributed to the <br />Council. This RFP is seeking proposals from private developers <br />to acquire the property at 3112 Silver Lake Road to construct <br />a single family home. <br />The H.R.A. is currently in the process of acquiring the <br />propety. The house on the parcel is substandard but the lot, <br />which measures 66' x 160', is buildable. <br />The RFP contains four conditions which must be met by a <br />developer, the first condition being a home valued at $90,000 <br />must be built on the parcel. As this is an undersized lot, a <br />variance will be necessary to construct a two -car garage which <br />is required for new construction. It is hoped that access to <br />the property will be off of side street rather than Silver <br />Lake Road. <br />The Executive Director advised that plans will not be sought <br />from developers in their bid submissions as they are <br />expensive. Staff will accept development concepts. He noted <br />that some developers have indicated they would like the City <br />to hold the land and not require its sale until the <br />construction of the house is completed. The City Council and <br />staff is not supportive of this type of arrangement. <br />The value of the lot is placed between $30,000 and $35,000. <br />The City Manager noted that no timelines for completion of the <br />house have been stipulated. He suggested that the H.R.A. <br />should establish timelines. <br />Advertisements of this parcel will be placed in the local <br />newspapers and construction magazines and periodicals. <br />
