_10 - <br />which is the current market rate, and the other ultimately phase 3, <br />I believe, although I didn't do.cash runs in that regard, we would <br />still be meeting your basic needs of tax increment financing in that <br />area. If it is not available, we just clearly cannot do it. It is, <br />as I mentioned, a different market segment. It would be difficult to <br />just simply add 60 units to the market rate housing. It may affect our <br />physical design, Bruce's construction, but as far as impacting greatly <br />the number of units we would be building in another market type of <br />housing,.it would not affect that and we.would attempt to just move on. <br />How Washington, the programs that are coming out of Washington and pro- <br />grams that can and cannot be done, sometimes quickly and sometimes at <br />unusual times, so we can be guaranteed that things change in Washington <br />and programs change. If something.is not available in one area, there <br />may be another opportunity in another area and we would keep our eyes <br />open. <br />Tony Vavoulis <br />nu son o.) I guess that is in regard to the more architectural aspect <br />and Bruce, why don't you respond. <br />Yes, we have read them. Bruce did address those. One particular area <br />that I picked up in reading the design guidelines, that in regard to <br />transition areas that existing between the existing residential, the <br />commercial, the busy streets that are around and you've got to certainly <br />• develop transition areas. In the first phase we have.a great deal of <br />underground parking taking care of most of our needs in that regard so <br />we don't have large open areas of pavement and bituminous and that area <br />even as such, is broken up somewhat with plantings different geometries. <br />Yes, we are aware of the design guidelines and certainly we will be <br />working with them. I guess in a broader context, design guidelines are <br />something to work from. There are other areas of desires of the Board, <br />of the Council, the community at large, and our attention is to develop <br />and build a project that reflects the needs of the community. It's <br />really the only way you can market something. Gone are the days that <br />you can shove something down a group's throat. It's got to meet the <br />general agreement of enough people to sell it and in this large a <br />development, 400 units, you've got to be pretty clean going on all those <br />various areas. It's very difficult to put a project together today with the <br />costs of construction and financing and everything else. You're always <br />looking for places to cut down the costs.
