ANTHONY <br />HOUSING AND REDEVELOPMENT AUTHORITY MINUTES <br />June 14, 1983 <br />Chairman Sundland called the meeting to order at 9:00 P.M. <br />Present for roll call: Sundland; Vice Chairman Letourneau, Secretary/ <br />Treasurer Marks; and Commissioners Ranallo and <br />Enrooth. <br />Also present: David Childs, Executive Director; and Dick Krier of <br />Westwood Planning & Engineering, Inc., Planning Con- <br />sultant. <br />Motion by Commissioner Ranallo and seconded by Vice Chairman Letourneau <br />to approve as submitted the minutes of the H.R.A. meeting held May <br />24, 1983. <br />Motion carried unanimously. <br />The real estate appraisals from O. J. Janski & Associates for both <br />parcels of land which the H.R.A. would have to acquire on the north side <br />of Kenzie Terrace to develop Phase 1 of the Kenzie Terrace Development <br />Project; the immovable fixtures appraisal from C. R. Pelton & Associates <br />for the auto body garage on one of the parcels; and the review <br />appraisals of both by Donald Hennessey had been submitted in separate <br />memorandums for H.R.A. consideration by Mr. Krier along with his <br />recommendations for establishing just compensation based on the <br />appraisals for those parcels so the Executive Director, Attorney and <br />the Consultant could make offers to the owners to buy the properties. <br />Mr. Krier indicated the appraisers who had been selected are so well <br />known and accepted in legal circles that he anticipates there would <br />be no problems having the compensation figures accepted by the court, <br />if condemnation is required. <br />The Planning Consultant reported his firm is doing the inventories of <br />the garage building and relocation costs have not been negotiated with <br />the owner yet but all these figures would be made available to the <br />H.R.A. in the near future. Because the condemnation process is a <br />lengthy one, Mr. Krier indicated it would be necessary to initiate the <br />proceedings now, so in case negotiations should be bogged down, the <br />property would be available for an October 15th construction start. <br />The consensus was that Mr. Krier should proceed as he had proposed and <br />should develop a resolution authorizing the condemnation for considera- <br />tion at the next H.R.A. meeting. <br />Motion by Secretary/Treasurer Marks and seconded by Commissioner Ranallo <br />to adopt the resolution which establishes a just compensation of <br />$122,500 for the vacant parcel of land at approximately 2601 Kenzie <br />Terrace N.E .as described in the legal description attached to this <br />resolution, and to authorize the purchase of that parcel for Phase 1 <br />of the Kenzie Terrace Redevelopment Project. <br />
