City Council Regular Meeting Minutes <br />December 8, 2009 <br />Page 3 <br />1 Councilmember Gray requested discussion on savings that will be achieved by proceeding with <br />2 the improvement project at this time. He noted if they were to wait for the economy to turn <br />3 around to proceed with the project there will be an increase in prices. <br />4 <br />5 Mr. Hubmer stated there has been considerable discussion in regards to the current competition <br />6 in the marketplace. There have been public improvement projects with savings on the initial <br />7 construction costs as high as 15% to 25% upfront. In addition, some of the lowest bond ratings <br />8 are available at this time. If they were to wait for the economy to turn around there would likely <br />9 be higher construction costs, as the environment will not be as competitive. <br />10 <br />11 Councilmember Stille requested information on the cost sharing involved in the project and <br />12 whether the strip of dead grass associated with the recent improvements along Highcrest Road <br />13 will be replaced. <br />14 <br />15 Mr. Hubmer provided an overview of the allocation of costs between the cities of St. Anthony, <br />16 Roseville and New Brighton. He stated areas with dead grass associated with the improvements <br />17 along Highcrest Road will be replaced with a seed mixture and additional topsoil. <br />18 <br />19 Councilmember Roth verified with Mr. Hubmer that he has been designated as the lead in <br />20 regards to the preparation of the specifications and bid package. <br />21 <br />22 Mayor Faust requested information regarding the sidewalk on Silver Lane in relation to the <br />23 roadway. <br />24 <br />25 Mr. Hubmer explained that most of the sidewalk areas will have a minimum 5 -foot buffer strip; <br />26 however, there are a few segments on the east of Silver Lake Road where the sidewalk will butt <br />27 up against the curb due to the additional parking lanes that are being added. He noted the <br />28 boulevard in this area provides a separation from traffic to pedestrians. <br />29 <br />30 Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution 09- <br />31 093; Plans and Specifications and Ordering Advertisement for Bids for 2010 Street and Utility <br />32 Improvement Project. <br />33 <br />34 Motion carried unanimously. <br />35 <br />36 C. Resolution 09 -094: Ratifying the 2010 Agreement between the Law Enforcement labor <br />37 Services. Inc. #186 Local Representing the St Anthony Police Department and the Citv <br />38 of St. Anthony. <br />39 <br />40 City Manager Morrison provided an overview of Resolution No. 09 -094. The contract as <br />41 presented agrees to the following increases for 2010: Wages— 0 %; Insurance - $100 increase for <br />42 family coverage; Uniform Allowance — 0% increase. <br />43 <br />44 Motion by Councilmember Gray, seconded by Councilmember Thuesen, to adopt Resolution 09- <br />45 094; Ratifying the 2010 Agreement between the Law Enforcement Labor Services, Inc. #186 <br />46 Local Representing the St. Anthony Police Department and the City of St. Anthony. <br />
