City Council Regular Meeting Minutes
December 8, 2009
Page 5
I Councilmember Gray reported on his attendance at the December 4, 2009 North Suburban
Communications Commission Meeting. The franchise agreement with Comcast will be expiring
in 2013 and there will be issues to discuss as a city and a commission for the future. A
recommendation is expected for the Commission in January regarding potential building lease
options for the Commission and the Access Corporation. Councilmember Gray thanked Brian
Thuesen for his service to the community and all he has taught him. He stated the community is
a better place for the years Brian has put into it.
Councilmember Roth thanked Brian Thuesen for his years of service.

Councilmember Stille reported on his attendance at the December 6, 2009 Sister City Annual
Meeting. Three students were sent to Salo last year for a summit where they met with kids from
all areas of the world that were also involved in sister city affiliations with Salo. There will be
discussions on whether they can reciprocate the student exchange. Councilmember Stille
thanked Brian Thuesen for his service and stated it has been a pleasure serving with him. He
commented that as council members they want to leave the community a better place than when
they started. There are 11 items of accomplishment included on the plaque presented to Brian
tonight. Thinking back on those accomplishments, the community is a much better place and
Brian played an integral part in that.

Mayor Faust stated he has served with Brian Thuesen for ten years, and he comes away with two
things. Brian has always done the right thing for the entire city of St. Anthony, and he commends
him for his attitude from the beginning to the end of his service. He stated he will cherish Brian's
attitude as a memory and he thanks him from the bottom of his heart.

Councilmember Thuesen stated it has been quite the ride for the past 12 years. It has been an
honor, privilege and blessing to serve the entire community for the past 12 years. He stated to
quote Mayor Faust, they are a three- legged stool with the residents, staff and city council. He
commended the department heads for their service and thanked the City's support staff, stating
that the City would not be where they are without them. Councilmember Thuesen thanked the
city commission members and consultants Stacie Kvilvang of Ehlers & Associates, Todd
Hubmer of WSB & Associates, and City Attorney Jerry Gilligan. Councilmember Thuesen
discussed the following projects addressed during his tenure on the City Council: 100 year flood
protection, road reconstruction, parks, water reuse project, Silver Lake Road improvements, and
grants.

Councilmember Thuesen stated he hopes his contributions meant something and helped in some
way. It has been a wonderful 12 years. It has been an honor, a privilege, and a blessing to serve
the residents. He stated over one year ago when he was diagnosed with a brain tumor that will
shorten his life, he told himself you can wrap yourself in a ball in the corner or continue to live.
He wanted to finish his term on the City Council. He stated sometimes it is easy to take our lives
for granted. In some ways getting this tumor has been a blessing, just in what he has learned and
how he is able to give back. He thanked the City Council and staff for their confidence in his
ability to continue to do his job on the City Council. He stated his wife has been so supportive,
and he could not have done it without her and his two children. He thanked those that have
supported him and read his Caring Bridge site, and stated "Carpe Diem" (Cease the Day).
