City Council Regular Meeting Minutes <br />February 24, 2009 <br />Page 2 <br />1 everything was being handled; the MTC bus company provided a bus for residents until they <br />2 knew what to do with them, the Mayor, City Council, Mr. Hartman, and Mr. Morrison were all <br />3 there. Within the first two hours Wal -Mart came with boxes of snacks for the residents. The <br />4 apartment management company was fantastic with all they did. She expressed her thanks to St. <br />5 Anthony Police Reserve Officers Carolyn Quick and Mike Pristash for volunteering their time to <br />6 escort residents to their units to get their belongings. <br />7 <br />8 Mayor Pro Tern Stille stated it was gratifying to see how City staff came together to combat this <br />9 fire; the teamwork was incredible. It is an example of why the City trains and invests in <br />10 equipment, people, and infrastructure, and also why they foster mutual aid agreements with the <br />11 cities that border them. It was very fortunate that there was no loss of life. He thanked Ms. <br />12 Fitzjerrells who has been a supporter of the community and an active citizen. He noted that she <br />13 organized a fundraiser to raise money for the Fire Department a few years ago. He wished <br />14 Autumn Woods the best as they rebuild. <br />15 <br />16 III. CONSENT AGENDA. <br />17 <br />18 A. Consider February 10, 2009 Council meeting minutes. <br />19 B. Consider licenses and permits. <br />20 C. Consider payment of claims. <br />21 <br />22 Mayor Pro Tern Stille noted the addition of Village Pub to licenses and permits for approval. <br />23 <br />24 Motion by Councilmember Gray, seconded by Councilmember Roth, to approve the Consent <br />25 Agenda items. <br />26 <br />27 Motion carried unanimously. <br />28 <br />29 IV. PUBLIC HEARING. <br />30 <br />31 A. Resolution 09 -020: Ordering Improvements for 2009 Street and Utility Improvements <br />32 <br />33 Mayor Pro Tern Stille opened the public hearing at 7:20 p.m. <br />34 <br />35 Mr. Todd Hubmer, WSB & Associates, provided an overview of the 2009 Street and Utility <br />36 Improvements. The project consists of street reconstruction, replacement, or new construction of <br />37 sanitary sewer, water main and storm sewer lines, sidewalk improvements, and street lighting in <br />38 the following locations: <br />39 1. Chandler Drive from 37`h Avenue NE to Foss Road. <br />40 2. Foss Road from Chandler Drive to City Limits. <br />41 <br />42 Mr. Hubmer reviewed the project schedule, project cost and funding sources, the City <br />43 Assessment Policy, and sample assessment payments. <br />44 <br />45 Councilmember Thuesen inquired about the requirement that negotiations on the payment <br />46 amount can only be done in the first year. Mr. Hubmer explained the full assessment can be paid <br />
