City Council Regular Meeting Minutes <br />August 11, 2009 <br />Page 3 <br />1 Councilmember Stille asked what side of Silver Lane the streetlights and sidewalks will be <br />2 located on the west side of Silver Lake Road. Mr. Hubmer replied that the sidewalks and <br />3 streetlights will be located on the south side of the road, although they may decide to alternate <br />4 the pattern on the streetlights. He noted there have been several concerns regarding walkers on <br />5 this road. <br />6 <br />7 Councilmember Stille inquired about the streetlights that will be included in the project. Mr. <br />8 Hubmer indicated that the decorative standard will be applied to the streetlights in accordance <br />9 with the resolution previously adopted by the Council. <br />10 <br />11 Councilmember Stille questioned if there have been any issues associated with the cost sharing <br />12 on this project. Mr. Hubmer replied that staff is working closely with Roseville on Silver Lane. <br />13 New Brighton has a different process than St. Anthony with feasibility reports. They will present <br />14 the report to their Council and draft their own feasibility report to meet their format and present <br />15 it to their Council in the next several months. <br />16 <br />17 Councilmember Stille asked if there have been any pressure issues with the water main in the <br />18 area of this project. Mr. Hubmer replied that the project will definitely provide more flow. <br />19 <br />20 Councilmember Stille questioned if the additional soil borings that had been requested have been <br />21 completed. Mr. Hubmer replied that borings have been done; the packets have not been received <br />22 from the boring company yet. <br />23 <br />24 Mayor Faust stated the mill and overlay with Roseville seems straightforward. He expressed <br />25 concern that if the City of New Brighton does not do a complete street and utility replacement on <br />26 Silver Lane and there are problems with the utilities in several years the street will need to be <br />27 torn up without the ability to many those two pieces of roadway together again. He stressed the <br />28 importance of providing philosophical guidance to the city engineer and city manager in New <br />29 Brighton, and to express that St. Anthony will not proceed with this if there are not assurances <br />30 granted. He stated New Brighton should replace in the same manner that St. Anthony does. <br />31 <br />32 Mr. Hubmer advised that plans and specifications will not be ordered until October. Tonight <br />33 Council will only be accepting the feasibility report. Staff will work to obtain assurances from <br />34 New Brighton between now and October that utilities and/or the roadway will be protected from <br />35 future disturbances without taking the next step of ordering plans and specifications. <br />36 <br />37 Consensus of the City Council was to direct staff to report back to Council on obtaining the <br />38 above assurances from the City of New Brighton. Staff is not to proceed in ordering plans and <br />39 specifications for Silver Lane prior to receiving further direction from Council. <br />40 <br />41 Councilmember Roth asked if the sidewalk and street lighting costs are assessed to the residents <br />42 that live on the streets included in the project or if these costs are picked up by the residents of <br />43 St. Anthony. Mr. Hubmer replied that sidewalks and street lighting are general costs to the <br />44 residents of St. Anthony. The only cost that is assessed would be 35% of the local interior <br />45 roadway and local drainage. <br />46 <br />
