Consider Resolution 08 -036, Amendin the he City's Street Assessment Policy to Allow for <br />the Assessment of Residential Parcels on Municipal Street Aid Routes at a Level Not to <br />Exceed the Cost to Construct Local Interior Streets and Other Minor Amendments <br />Todd Hubmer, City Engineer, reviewed the resolution with the Council and requested the City <br />Council give consideration to amending the City's street assessment policy to allow for the <br />assessment of residential parcels of Municipal State Aid routes at a level not to exceed the cost to <br />construct local interior streets. <br />Councilmember Roth asked with the new state gas tax, did they anticipate the State Aid going up <br />as more money was accumulated through the gas tax. Mr. Hubmer responded the State Aid <br />would go up, but as more communities joined the program, the funding would be divided among <br />those communities also. <br />Councilmember Roth asked on the other State aid roads, would the roads also be built to the 7- <br />ton, 32 -foot wide roadways. Mr. Hubmer responded the other State aid roads would be built to <br />those standards. <br />Councilmember Roth asked if this was the only road that would be built at 42 -feet wide. Mr. <br />Hubmer responded 291h Avenue was 42 feet wide and Silver Lane might be very close to it also. <br />He noted the reason for the wider road at this location was due to the large industrial usage of the <br />road. He indicated the commercial was assessed at 50 percent and the actual construction of the <br />road as well. <br />Councilmember Stille asked how much it would cost to repair a water main break. Mr. Hubmer <br />responded it would cost between $4,000 to $12,000 thousand dollars per break. <br />Mayor Faust stated it appeared to him that this was an issue of fairness. <br />Councilmember Roth asked if the assessment would be on a 32 -foot wide road for residential <br />and the commercial was going to be assessed at the 42 feet wide. Mr. Hubmer responded that <br />was correct. <br />Motion by Councilmember Thuesen, seconded by Councilmember Gray, to approve Resolution <br />08 -036; A Resolution Amending the City's Street Assessment Policy to Allow for the <br />
