City Council Regular Meeting Minutes <br />August 12, 2008 <br />Page 2 <br />Councilmember Roth questioned whether the City has guidelines in place to determine who can <br />sponsor a run and ask for police assistance. <br />City Manager Momson stated there were no established guidelines and that the only time the <br />City normally provides these services is during Village Fest. He stated the De facto policy is that <br />anytime anyone wants to use city streets and services, they need City Council approval. He also <br />stated that if a private entity wanted to use these services, they would be billed for those services. <br />9 Mayor Faust asked City Manager Mornson to provide some guideline for the City Council to use <br />10 for future instances. <br />it <br />12 Motion by Councilmember Stille, seconded by Councilmember Roth, to approve the Consent <br />13 Agenda items. <br />14 <br />15 Motion carried unanimously. <br />16 <br />17 IV. Resolution 08 -051; Accept Feasibility Report and Order Plans and Specifications for the <br />28 2009 Street Improvement Project. <br />29 <br />30 The City Council discussed both resolutions contemporaneously. <br />31 <br />32 City Engineer Hubmer reviewed the resolutions with the Council and indicated that Resolution <br />33 08 -051 included improvements to Chandler Drive from County Road D to Foss Road and Foss <br />34 Road from Chandler Drive to the City limits. In addition, he indicated the work in this bid is to <br />35 include sanitary sewer, water main, and storm sewer improvements. The total cost of these <br />36 improvements would be $2,413,000. He also clarified that sidewalk and street lighting <br />37 improvements were not included in this bid. <br />38 <br />39 City Engineer Hubmer stated Resolution 08 -052 included improvements to Chandler Drive from <br />40 County Road D to Foss Road and Foss Road from Chandler Drive to the City limits. In addition, <br />41 he indicated the work in this bid is to include improvements to the sanitary sewer, water main, <br />42 storm sewer and construction of concrete sidewalk and decorative street lighting along Chandler <br />43 Drive and Foss Road. The total cost of these improvements would be $2,708,000. <br />44 <br />45 City Engineer Hubmer stated the proposed funding sources for either resolution would be from <br />46 assessments, a 429 Public Improvement Bond, Tax Increment Funds, Water, Sewer and Storm <br />
