REPORTS FROM COMMISSION AND STAFF. <br />None. <br />VI. GENERAL BUSINESS OF COUNCIL. <br />A. Resolution 08 -070; Accepting 2009 Street and Utility Improvement Plans and <br />Specifications and Ordering Advertisement for Bids. Todd Hubmer, WSB & Associates <br />presenting. <br />Mr. Hubmer reviewed Resolution 08 -070 with the Council. He indicated that the proposed <br />resolution approves the 2009 Street and Utility Improvement Plans and Specifications and orders <br />advertisement for bids. It is anticipated that bids will be received prior to the first City Council <br />meeting in December 2008 with the bid results presented in January. <br />Councilmember Roth questioned when this project was originally scheduled. Mr. Hubmer <br />replied this particular segment was originally scheduled for 2014. It was moved up based on <br />issues with utilities, including water main breaks. A new draft Capital Improvement Plan for <br />street projects has been prepared and will be discussed in detail at the Council work session next <br />week. <br />Councilmember Gray asked if the current economy conditions are a good environment for <br />receiving bids on this type of project. Mr. Hubmer replied that the bidding environment is very <br />competitive. There is not a lot of new development going on, and large public infrastructure <br />projects are starting to slow down as well. There has also been a dramatic drop in fuel prices and <br />oil, which may result in savings in this area as well. <br />Motion by Councilmember Gray, seconded by Councilmember Thuesen, to adopt Resolution 08- <br />070, Accepting 2009 Street and Utility Improvement Plans and Specifications and Ordering <br />Advertisement for Bids. <br />Motion carried unanimously. <br />B. City Engineer Update. Todd Hubmer, WSB & Associates presenting. <br />Mr. Hubmer presented the City Engineer Update and answered questions of the Council on the <br />following projects: <br />Silver Lake Road Reconstruction <br />The road is paved from 37`h Avenue to St. Anthony Blvd. The project is slated for a grand <br />opening celebration on November 14, 2008. <br />Councilmember Thuesen questioned if there is a point where it does not make sense to lay new <br />sod due to cold weather. Mr. Hubmer replied the idea is that the sod will go dormant, but it still <br />
