City Council Regular Meeting Minutes <br />October 28, 2008 <br />Page 3 <br />1 needs to be watered well so the root structure does not dry out. There is a requirement included <br />2 in the permit for erosion control; sod is a good way to achieve this over the winter months. It is <br />3 anticipated that all of the sod will be laid by the end of the project. <br />4 <br />5 Councilmember Stille asked if it is the responsibility of the residents or the City to water the new <br />6 sod. Mr. Hubmer replied there is a 30 day window where the contractor is required to water the <br />7 sod, but it is always a good idea for the residents to water the sod as well. <br />9 Councilmember Stille verified with Mr. Hubmer that the remaining lights will be installed and <br />10 functional this year. He asked when the retaining walls will be installed and if there will be any <br />11 tree plantings completed this year. Mr. Hubmer replied the retaining walls are currently on order. <br />12 There has been discussion about completing some tree plantings this fall. The contractor is <br />13 hoping to push the plantings out to the spring and complete the whole corridor at one time. <br />14 <br />15 Mayor Faust requested that residents do not drive in the project area. He pointed out that the <br />16 asphalt is down, but it is still a construction zone and the road is closed. <br />17 <br />18 Stormwater Runoff and Filter Backwash Water Reuse Facility Project <br />19 The tank construction is completed; the tank is currently being backfilled. Restoration of the <br />20 parking lot will follow the completion of the utility work. The construction site around City Hall <br />21 is very active; they will try to make things very passable for election night. <br />22 <br />23 Councilmember Thuesen expressed concern that traffic is driving much to fast in the <br />24 construction area and it is a dangerous situation with the daycare. He suggested posting a sign <br />25 informing drivers to slow down due to the construction. Mr. Hubmer indicated staff will look <br />26 into signage. He noted the situation should improve when the dirt pile is moved out of the way. <br />27 <br />28 Councilmember Roth asked how long the stormwater runoff tank is anticipated to last. Mr. <br />29 Hubmer replied it should have a 75 to 100 year life range. There will be some maintenance <br />30 required at some point, but the first major maintenance is scheduled 50 years out. The drinking <br />31 water supply ground storage tank is similar, and has not had a lot of maintenance done since it <br />32 was installed 50 years ago. <br />33 <br />34 Councilmember Roth questioned if there is a warranty on the tank. Mr. Hubmer replied the <br />35 contractor warranty is about two years. Major design flaws will usually show up quickly. The <br />36 tank will be inspected every year for the first five years with maintenance and inspections <br />37 scheduled off of those inspection results. <br />38 <br />39 C.
