City Council Regular Meeting Minutes <br />November 12, 2008 <br />Page 3 <br />1 Councilmember Thuesen stated his support for taking a hard look at providing additional picnic <br />2 tables with the project. Ms. Garbarini replied she has been looking at adding smaller picnic <br />3 tables near the playground. This park will see a lot of use once it is improved and picnic tables <br />4 are not an expensive amenity to provide. <br />6 Mayor Faust stressed that the Council should be receptive to the comments received at open <br />7 houses, allowing staff and consultants to provide a recommendation on those comments. <br />9 Ms. Edie Sebesta, U & B Architecture and Design, Inc. provided an overview of the Emerald <br />10 Park Architectural Components, including the following information: <br />11 ■ Park Building Plan <br />12 z Park Building Sections <br />13 ■ Park Building Material (Options 1 & 2) <br />14 ■ Park Building Model <br />15 ■ Picnic Shelter <br />16 ■ Pergola <br />17 <br />18 Councilmember Thuesen asked if the life of the building is factored into the cost analysis of the <br />19 metal roofing being more expensive than asphalt. Ms. Sebesta replied U & B Architecture and <br />20 Design is about to embark on a price exercise next week. Part of that process will look at the life <br />21 cycle of metal as it compares to asphalt. The reaction at the public open house was that the <br />22 community is very interested in a 50 -year building without the maintenance issues of standard <br />23 residential materials. She noted a question was asked at the open house regarding graffiti on <br />24 masonry veneer; there are products available that prevent the permanence of graffiti on the <br />25 surface and make it cleanable. <br />26 <br />27 Councilmember Thuesen asked if the high pitch roof is being recommended mainly due to the <br />28 aesthetics. Ms. Sebesta responded in the affirmative. She stated several different roof angles <br />29 were considered, and each time the 12/12 pitch was returned to due to aesthetics. She explained <br />30 the HVAC system and ceiling fans will keep the air circulating well. <br />31 <br />32 Councilmember Thuesen questioned if there will be energy cost savings with the 12/12 pitch <br />33 versus a lower pitch roof. Ms. Sebesta replied potentially; the mechanical engineer could run <br />34 calculations on this. She explained the building will be well insulated, the glass is insulated, and <br />35 the furnace will be high efficiency. <br />36 <br />37 Councilmember Stille inquired about the potential of the building being Leadership in Energy <br />38 and Environmental Design (LEED) certified. Ms. Sebesta replied it could be. She provided <br />39 information on LEED certification and explained in general U & B Architecture and Design uses <br />40 the principals of LEED. <br />41 <br />42 Consensus of the City Council was to direct staff to look into the cost and benefits of LEED. <br />43 <br />44 Councilmember Roth questioned if structural consideration would be necessary at this time to <br />45 ensure that the roof is built strong enough to add solar panels if they are needed in the future. Ms. <br />46 Sebesta replied this question could be posed to the structural engineer. She explained adding <br />
