City Council Regular Meeting Minutes <br />January 23, 2007 <br />Page 8 <br />indicated concrete had a cost of 80 percent greater than an asphalt alternative. He explained that <br />using concrete would require increased property assessments, reduce the linear footage of <br />reconstruction per year, and increase the cost to the CIP program. He stressed that concrete <br />roadways have no proven impact on property value increases to residents. <br />6 Councilmember Horst stated any presentation made earlier to the Council reiterated the curb and <br />7 gutter areas would still be concrete to match what is currently in place and the new areas built in <br />8 the City. <br />9 <br />10 Mr. Hubmer replied that was correct. <br />11 <br />12 Mayor Faust commented a water main break occurred on 33rd Avenue. He commented that <br />13 because concrete can not be poured in winter a barrier remains in place. <br />14 <br />15 Motion by Councilmember Gray, seconded by Councilmember Stille, to Approve Resolution 07- <br />16 022, a Resolution Ordering Changes to the Assessment Policy for Public Roadways. <br />17 <br />18 Motion carried unanimously. <br />19 <br />20 C. Update on Automatic Meter Reading and Inflow & Infiltration (UI ) Program. <br />21 <br />22 Mr. Hubmer updated Council on the work to be supplied by H.D. Supply on the replacement of <br />23 water meters. He reported commercial installation began the week of January 15, 2007 and <br />24 residential installation would begin the week of January 22, 2007. Mr. Hubmer pointed out the <br />25 order of installation in the different areas of the City. <br />26 <br />27 Mr. Hubmer indicated all residents would be contacted by April 1, 2007. He stated a second <br />28 contact/follow -up installation would be complete by June 1, 2007. He commented I & I <br />29 inspections would be concurrent with the Automated Meter Read (AMR) installations. He stated <br />30 residents would be notified immediately if their homes were found to be nonconforming. <br />31 <br />32 Councilmember Stille asked how the transition would work from the hard method of billing to <br />33 the AMR process. <br />34 <br />35 Mr. Hubmer replied a cut off date would coincide with the date the meter was installed in the <br />36 home. He explained there would be a one time hand conversion done at City Hall and all future <br />37 readings would be done off the wireless system. <br />38 <br />39 Councilmember Gray stated he received his card on January 22. He asked if there had been <br />40 many questions. <br />41 <br />42 Mr. Hubmer replied there have not been many questions or issues. He indicated he receives a <br />43 weekly updates on the meters replaced and the I &I inspection. <br />44 <br />45 Mayor Faust asked how individuals out of St. Anthony for the winter would be contacted. <br />46 <br />
