City Council Regular Meeting Minutes <br />January 23, 2007 <br />Page 9 <br />Mr. Hubmer replied he has a list of most of the individuals and they would be contacted when <br />they return. <br />Mayor Faust asked what the device is that transmits the meter reading information. <br />6 Mr. Hubmer explained it is an electronic reading device that reads the meter, transmits the <br />7 information to a receiver on the IDS tower, downloaded to a website, and transferred to the City <br />8 of St. Anthony. <br />9 <br />10 Mayor Faust explained it is for the betterment of the community and compliance with I &I. He <br />11 stated all inspectors are background checked by the St. Anthony Police Department. He stated <br />12 no one would come to the home outside of normal business hours, unless other appointments <br />13 have been made for other times. Mayor Faust encouraged anyone with questions on anyone <br />14 coming to their door to please call the St. Anthony Police Department. <br />15 <br />16 D. Ordinance 07 -001; Amending Sections 4 and 6 relating to the Automatic Water Meters. <br />17 <br />18 Mr. Hubmer explained the proposed amendment to Chapter 4 and Chapter 6 of the City code is <br />19 to reflect changes related to the replacement of the water meters and card reading system in St. <br />20 Anthony. He stated the ordinance is being changed to reflect the use of water from cubic feet to <br />21 gallons. <br />22 <br />23 Mr. Hubmer detailed the changes to indicate meters would be read electronically by the City and <br />24 to eliminate the need for utility cards and residents to read their own meters. He stated the City <br />25 would no longer record water usage in cubic feet of water used, but rather to measure water <br />26 usage in gallons. <br />27 <br />28 Mr. Hubmer stated the water rates for 2007, under the existing Ordinance, would be $1.93 per <br />29 100 cubic feet of water used. This has been converted to a rate of $0.0026 per gallon. He <br />30 explained the minimum charge for water usage would change from $19.30 for 1,000 cubic feet <br />31 of water to $19.50 for 7,500 gallons of water. He stated the minimum bill would increase by <br />32 $.20 as a result of rounding associated with the conversion of the system from cubic feet to <br />33 gallons. <br />34 <br />35 Motion by Councilmember Thuesen, seconded by Councilmember Stille, to approve the second <br />36 reading of an Ordinance Amending Chapter 4 and Chapter 6 of the City Code Being the Storm <br />37 Water Facilities, Sanitary Sewer, Water, Street Excavation and Fees, Rates and Charges. <br />38 <br />39 Motion carried unanimously. <br />40 <br />41 VII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br />42 City Manager Momson reported that on the agenda for the Feb 13, 2007 meeting includes the <br />43 next public hearing for the 2007 street improvement plan, the call for a bond sale and a <br />44 presentation of the 2007 goals to the Council and the public. <br />45 <br />
