Approval of March 27, 2007 Council Meeting Minutes <br />Motion by Councilmember Stille, seconded by Councilmember Horst, to approve the March 27, <br />2007 City Council meeting minutes. <br />Motion carried. 4 Ayes, 0 Nays,1 Abstain (Councilmember Gray). <br />PUBLIC HEARING <br />None. <br />REPORTS FROM COMMISSION AND STAFF <br />None. <br />GENERAL POLICY BUSINESS OF THE COUNCIL <br />A. City Engineer's Update <br />City Engineer Hubmer presented an update of the projects in St. Anthony Village. <br />City Engineer Hubmer reported the installer replaced approximately 1200 meters to date and <br />anticipates completing the first appointments for all residential meters by the end of April. He <br />stated the contractor found 85 locations where foundation drains exist and anticipates the number <br />would grow as they continue the inspection and installation of meters. <br />City Engineer Hubmer reported the permanent location for the receiver is on the Pillsbury <br />Tower. He stated 600 of the 2007 first quarter bills were generated using the new water meter <br />and radio read system. He mentioned that residents who received the yellow cards are in <br />transition. <br />Councilmember Thuesen asked Mr. Hubmer if he had a specific number of drains in mind or <br />assumed were in the community when the project began. He asked if a specific number of drains <br />were required to substantially reduce the UI. <br />City Engineer Hubmer replied he anticipated 400 -600 foundation drains would be found. He <br />stated at least 250 foundation drains are needed to conform to the Metropolitan Council's <br />surcharge rules. He stated residents are doing a very good job of converting to sump pumps. <br />Councilmember Thuesen asked Mr. Hubmer if he is confident that fixing the foundation drains <br />would help with the UI issues. <br />City Engineer Hubmer replied he believed so because the clay tiles have been replaced over the <br />years as have the foundation drains. <br />Councilmember Stille asked why a local tower was not used for the receiving tower. <br />
