City Council Regular Meeting Minutes <br />April 24, 2007 <br />Page 2 <br />1 Mayor Faust stated he always hears about the bad things in the news. He commented these <br />2 second grade children are representatives of the future and new leaders. He indicated there is a <br />3 plethora of knowledge, intelligence, and a willingness to do the right thing. He stated it takes a <br />4 very special person to teach and complimented Mrs. Wyatt for her dedication. <br />III. CONSENT AGENDA <br />8 A. Approval of April 10, 2007 Council Meeting Minutes <br />9 B. Consider Licenses and Permits <br />10 C. Consider Payment of Claims <br />11 D. Resolution 07 -039; Approval of the Capitol City Mutual Aid Agreement. <br />12 <br />13 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the Consent <br />14 Agenda items. <br />15 <br />16 Motion carried unanimously. <br />17 <br />18 IV. PUBLIC HEARING <br />19 <br />20 A. 2008 Budget Presentation. <br />21 <br />22 Mayor Faust opened the public hearing at 7:16 p.m. <br />23 <br />24 City Manager Morrison explained Council would have greater involvement in the process. He <br />25 commented the process began in January 2007 to identify a financial management plan as a goal. <br />26 He identified the dates for the upcoming meetings. <br />27 <br />28 City Manager Morrison commented the 2007 budget is $4,771,900.00. He explained where taxes <br />29 were spent, broke down fund revenue sources and explained the expenditures from the general <br />30 fund. <br />31 <br />32 Mayor Faust commented on where monies come from and how they are spent. He pointed out <br />33 that 56 percent comes from property taxes and the other 44 percent comes from other areas. He <br />34 stated that any time a city looses transfers, such as liquor, it directly impacts the tax levy. He <br />35 mentioned a debate is currently at the capital on Local Government Aid (LGA). He commented <br />36 LGA was one of the transfers cut from many cities including St. Anthony. He stated the debate <br />37 is over whether LGA should be done and then how the formula works. <br />38 <br />39 Mayor Faust invited members from the audience to address the council. He stated the next <br />40 public hearing on the budget would be held on August 14, 2007. <br />41 <br />42 Mayor Faust Closed the public hearing at 7:23 p.m. <br />43 <br />44 V.
