He commented that Ramsey County would send out a schedule. B. Resolution 07 -047: Approving a Proposal and Bid from American Legal Publishing & League of Minnesota Cities to Re- Codify the City Code 7 City Manager Mornson reported this resolution authorizes staff to enter into a contract with the 8 League of Minnesota Cities to re- codify the City Code. He commented this had not been done 9 since 1993. He reported the contract would include: a review of the City's current code of 10 ordinances and all ordinances and resolutions passed since the last codification in 1993; 11 organizing all information based on titles, chapters, sections, and according to subject matter; 12 updating the code to reflect current statutory and case law requirements, deleting improper or 13 unlawful provisions; simplifying language where appropriate and convert it to gender- neutral 14 language where necessary; preparing a table of contents with sectional analysis and an index; 15 submitting a draft of the updated code within six months of execution of the contract and 16 provision of documents; and, 20 printed copies within three months of the City's authorization. 17 18 City Manager Mornson reported this would take about one year to complete, as the City Attorney 19 would need to review the document also. 20 21 Councilmember Thuesen asked about the Planning Commission's questions about changing the 22 font size, exceeding 500 pages, and the additional cost. 23 24 City manager Mornson replied he is not sure the completed document would exceed 500 pages. 25 He commented the changes are made or amended at no additional cost until to 2011. 26 27 Councilmember Thuesen questioned whether there was any advantage to having American Legal 28 Publishing hosting this on it's website. 29 30 City Manager Mornson replied it is on their website as a promotional tool; however, there would 31 be a link from the St. Anthony website to the document. 32 33 Motion by Councilmember Gray, seconded by Councilmember Thuesen, to approve Resolution 34 07 -047, a Resolution Approving a Proposal and Bid from American Legal Publishing & League 35 of Minnesota Cities to Re- Codify the City Code. 36 37 Motion carried unanimously 4/0 38 39 Mayor Faust deviated from the agenda to recognize Boy Scout Troop 132 in the audience who 40 are attending the City Council meeting to earn a merit badge. 41 42 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 43 44 City Manager Mornson updated Council on the meeting with Three Rivers Park on the new 45 Silverwood Park. He stated the park was not scheduled to open until 2008; however, it was 46 announced it would be open to the public June 16, 2007 for access to trails and passive use.
