He <br />commented he would like to see this explored further with a light industrial site considered over <br />a commercial site. He commented the health issues are not an issue; what is at issue is for the <br />applicant to prove there are no other options. <br />Mayor Pro Tem. Horst commented there is not enough research to talk about the health issues. He <br />stated he is more concerned with the Shopping Center and what the public sees. He indicated the <br />code was crafted to limit the number of cell towers in the City. Mayor Pro Tern Horst <br />commented he would like to know what other options are available. He stated the future of the <br />Shopping Center is uncertain for 20 years from now; however, having a cell phone tower <br />changes the dynamics. He stated that he believes locating the monopole in the shopping center is <br />the worst choice at this time. <br />Mr. Jay Lindgren, City Attorney, recommended that if the resolution is denied, a subsequent <br />motion be made directing the City Attorney to prepare specific findings consistent with Chapter <br />1680 of the City Zoning Code and the Telecommunications Act and to bring it forward to <br />Council at a future meeting for subsequent action. <br />Motion carried unanimously 4/0. <br />Motion by Councilmember Thuesen, seconded by Councilmember Gray, to direct the City <br />Attorney to craft a resolution explaining the reasons for denial of Resolution 07 -049, a <br />Resolution approving a Conditional Use Permit for T- Mobile for a Monopole Cell Phone <br />Antenna to be located at 2900 Pentagon Drive. <br />Motion carried unanimously 4/0. <br />Councilmember Stille clarified that as part of the record, it should be noted that the City <br />Attorney is tasked to summarize Council's findings for the decision it made. <br />VI. GENERAL POLICY BUSINESS OF THE COUNCIL. <br />A. Utility Work on Silver Lake Road <br />Resolution 07 -050; Approving the Contract with Xcel Energy regarding Silver <br />Lake Road. <br />Mr. Todd Hubmer, City Engineer, summarized the information for resolutions 07 -50, 07 -051, <br />and 07 -052. He stated these resolutions provide for the relocation of Xcel Energy's overhead <br />power lines along Silver Lake Road from St. Anthony Boulevard N.E. to 37`h Avenue N.E. <br />Mr. Hubmer stated the latest cost participation funding formula for St. Anthony is $3,060,000. <br />He commented the County worked hard with the City on the funding formulas and to find <br />savings in the project. He explained other City related improvements outside this amount <br />include approximately $200,000 to connect homes to the new underground services is not <br />included. He stated an additional $200,000 would be required for other enhancements requested <br />
