City Council Regular Meeting Minutes <br />July 24, 2007 <br />Page 7 <br />Morrison reported the City would sign a cooperative agreement with Hennepin County in <br />October or November and at that time Ehlers would be brought in to discuss bonding. <br />4 City Manager Morrison stated Todd Hubmer would report on the Automatic Water Meters and <br />5 I &I project at the August 14, 2007 Council meeting. He reported only 50 property owners <br />6 require connection to the water meters and the I & I. He stated the project has gone better than <br />7 staff thought and the Met Council Waste Water division waived the surcharge for 2007. City <br />8 Manger Morrison informed Council Staff must apply for an amendment by September 15, 2007 <br />9 based on what the City did this year. He explained the biggest issue with the water meter was <br />10 going live and reading some of the meters; therefore, many residents received cards. He stated <br />I I the problem is with the antennae located on the Pillsbury Tower. He commented the tower <br />12 would be relocated to the City water tower at their cost. <br />13 <br />14 Councilmember Stille asked if everyone had to fill out a card. <br />15 <br />16 City Manager Morrison replied 1500 cards were sent out for the second quarter versus 800 the <br />17 first quarter. <br />18 <br />19 Mayor Faust stated if the tower is on the St. Anthony water tower, the contract should include <br />20 compensation to the City for information gathered from other cities. <br />21 <br />22 City Manager Morrison stated the 2008 Budget and Levy would be presented at the September <br />23 2007 Council meeting. He stated staff did a greatjob submitting their budgets. <br />24 <br />25 City Manager Morrison stated union negotiations began July 24, 2007. <br />26 <br />27 Councilmember Gray reported he attended the annual League of Minnesota Cities conference in <br />28 Duluth on June 27, 28, and 29, 2007. <br />29 <br />30 Councilmember Gray reported he attended Village Fest Committee meeting on July 17. He <br />31 stated he brought up the complaints on the helicopter rides. He explained that a commitment <br />32 was made to the helicopter company to provide three hours of rides on Sunday. He stated the <br />33 commitment should be honored; however, he would prefer adjusted hours. <br />34 <br />35 Mayor Faust stated Village Fest tends to be a Friday Saturday event and agreed that Sunday <br />36 helicopter rides should be curtailed. He agreed that when a volunteer group makes an <br />37 agreement, the Council must support that agreement. <br />38 <br />39 Councilmember Gray stated the newspaper announced helicopter rides started at 7:00 a.m. on <br />40 Sunday. He recommended the hours of 9:00 a.m. to 3:00 p.m. <br />41 <br />42 Councilmember Horst stated rides were planned to coincide with the pancake breakfast. He <br />43 commented the helicopter group's intention is to fly as long as there is interest. <br />44 <br />45 Mayor Faust stated he could live with 9:00 a.m. to 9:00 p.m. on Saturday.
